What You’ll Do
RTI is seeking a Finance and Operations Manager for a 5-year research study funded by the National Institute of Mental Health (NIMH). The study will evaluate the impact of a multilevel HIV stigma reduction intervention on quality of life (QoL) and HIV viral suppression among women living with HIV (WLWH) in Tanzania.
The Finance and Operations Manager will be based in a study office in Dar es Salaam and is responsible for ensuring that appropriate administrative, financial, statutory and logistical support functions are delivered to the project. This role will ensure that procedures are in place to guarantee cost-effectiveness, timeliness, compliance with all statutory requirements, and strong internal controls.
The Finance and Operations Manager will report directly to the study Project Manager based in Nairobi Kenya. The Finance and Operations Manager will coordinate all day-to-day financial, statutory and operational functions of the project in close collaboration with the study research coordinator and site principal investigator, both based in Dar es Salaam.
Your primary responsibilities will include but not be limited to:
- Overseeing the finance and administration/operations functions for this large, complex, research project and ensuring compliance with RTI and National Institutes of Mental Health (NIMH) procedures.
- Overseeing finance, human resource management, logistics, procurement, administration and information technology (IT) support for the research project, requesting direction from RTI headquarters business partners as needed; Working closely with the two multiple Principal Investigators (MPIs, one based in DC, one based in Dar es Salaam), the research coordinator, technical staff, consultants, hospital and government partners, pertinent RTI home office staff to ensure project resources are effectively and efficiently budgeted, analyzed, disbursed, monitored and reported in achieving project objectives and results; When necessary, work closely with key RTI staff, government officials, consultants to ensure full compliance with local laws (i.e., taxes and other statutory deductions, shipping, customs, registration) while integrating with current systems and procedures;
- Oversee preparation and submission of monthly financial statements (including expenses, receivable and payables);
- Ensure timely submission of expense reports, bank reconciliations and wire transfer requests to corporate headquarters in the US;
- Prepare monthly, quarterly and annual expenditures and prepare pipeline estimates for research project implementation costs in Tanzania;
- Prepare biweekly cash requirements, monitoring cash flow and reconciles cash accounts in order to maintain appropriate cash balances for study activities in Tanzania;
- Manage and monitor performance of office petty cash system;
- Work closely with the RTI headquarters financial analyst to review and prepare for monthly budget forecasting meetings with the contact MPI;
- Perform other duties as assigned.
What You’ll Need
Required Qualifications and Experience:
- Bachelor’s Degree and 8 years of experience, Master’s degree and 6 years of experience, or equivalent combination of education and experience.
- Professional accounting training.
- Eight years related work experience in finance, administration, and project management preferably for international organizations in international settings;
- Knowledge of applicable USG and PMI procurement, assistance, rules and regulations, as well as administrative policies and techniques;
- Excellent track record of good interpersonal, supervision, leadership and managerial skills;
- Results-oriented and team player and ability to follow guidelines and controls required of the position;
- Proficiency in MS Excel, Word, PowerPoint and Access plus working knowledge of accounting and procurement software (particularly QuickBooks) is preferable;
- Excellent oral and written communication skills;
- Experience working with financial and banking institutions in Tanzania.
- Strong understanding and knowledge of tax laws and other statutory requirements in Tanzania.
- Proven capacity to work under pressure, meet deadlines, and set priorities.
- High level of personal and professional integrity, motivation to perform at one’s best.
- Excellent interpersonal communication, team player, ability to maintain confidentiality and compliance.
- Excellent organizational skills (attention to detail is required), flexibility and capacity to multi-task.
- Verbal and written fluency in English and Swahili required.
