Description
The E-Mobility Specialist supports the effective implementation of the EVOLVE program by contributing to the design and delivery of the programme’s technical assistance (TA) strategy and sequencing. The E-mobility Specialist will also lead market intelligence and MSME diagnostics, develop technical content for the e-mobility incubation and acceleration tracks, deliver TA for the acceleration track including technical and commercial readiness, and co-ordinate the resourcing and technical oversight of key consultants. The Specialist will also support donor engagement and reporting, risk management, market engagement particularly with private sector actors and financiers in the e-mobility ecosystem, and contribute towards programme learning and development of case studies. Â
Essential ResponsibilitiesÂ
TECHNICAL DELIVERYÂ
- Lead MSME pipeline development for incubation and acceleration tracks using multiple channels to ensure diversity in enterprises supported.Â
- Lead MSME selection, screening, diagnostics, due diligence, and KPI and milestone establishment.Â
- Support the Programme Manager in cohort structuring and management for the incubation track. This includes but is not limited to structuring learning modules, peer learning and knowledge exchanges, and planning boot camp technical support.Â
- Lead tailored TA for MSMEs in the acceleration track, ensuring traction into commercial and investment readiness.Â
- Lead technical resourcing of expert consultants to provide specialised TA as needed by MSMEs in both tracks. This also included providing technical oversight and quality checking their outputs.Â
- Lead progress assessment of MSMEs against set KPIs and milestones.Â
- Support the design and delivery of market exposure activities for MSMEs supported in the programme. This includes match-making events, roundtables, industry networking forums, trade shows, etc.Â
- Support the Programme Manager and NMB Foundation in the design of the MSME subsidy fund by providing technical and commercial inputs as per MSME’s profiles and needs.Â
- As needed, support in verifying eligibility of MSMEs to access the subsidy fund.Â
- Actively monitor the performance of the MSME subsidy fund recipients and recommend action plans for continued scale or course correction in case of defaults.Â
- Develop guides, toolkits, and templates to help e-mobility enterprises in their growth journey.Â
- Contribute towards documenting programme lessons learned, business cases, and policy insights to inform future interventions in the sector.Â

- Provide budget inputs for activities related to the incubation and acceleration activities, including market scoping, MSME diagnostics, incubation and acceleration workshops and sessions, travel, consultant resourcing, etc.Â
- Work closely with the Country Finance team to make realistic cash projections for incubation and acceleration activities. Â
- Provide inputs into any financial reports and budget revisions as required.Â
     MONITORING, EVALUATION AND LEARNING   Â
- Conduct ongoing analysis of the markets and market systems affected by interventions, including documenting and analysing observations and results, and drawing relevant conclusions to inform future intervention strategies. Â
- Conduct regular monitoring visits to programme participants to assess the adoption and effective utilization of the support providedÂ
- Tack progress against expected results, identify implementation challenges, and generate evidence to inform adaptive programme management and continuous improvement.Â
- Advise the Programme Manager and M&E team on effective approaches to MSME support that can enhance programmatic outcomes. Â
- Monitoring progress of assigned intervention(s) and delivery against the results chain(s), including updates to the intervention management model.Â
- Prepare regular updates on the status of the e-mobility incubation and acceleration interventions, including a) verbal updates at weekly meetings, b) progress checks against the results chain and response guides updated monthly, and c) quarterly written progress reports.Â
- Capture learning from interventions and feed these into wider learning agendas for the programme, and country.Â
- Ensure appropriate attention to programme learning and integration of lessons learned.Â
- Support in data collection, analysis and the use of data for learning.Â

- Demonstrated experience supporting MSMEs to develop commercially viable business models within the energy or e-mobility sector, including market-entry strategies and revenue optimization.
- Proven ability to support enterprises with investment readiness, including developing financial models and investor materials and engaging lenders or investors to mobilize capital.
- Experience linking technical solutions to bankable business cases, including structuring capital expenditure requirements, unit economics and scalable growth pathways for clean-energy or mobility ventures.
- Experience directly building partnerships with the private sector to increase employment opportunities.
- Experience working within the private sector will be an added advantage.
