How will you fight for an AIDS-free generation?

The Director of Research, Monitoring, Evaluation & Learning (RMEL) will provide strategic leadership and oversight for the design, implementation, and continuous improvement of monitoring, evaluation, learning, research, and information management systems across the program. The position is responsible for ensuring high-quality data collection, analysis, reporting, and utilization to drive evidence-based decision-making, program improvement, donor compliance, and organizational learning.

The Director will lead the development and implementation of robust RMEL frameworks, strengthen data-driven program management, oversee research and evaluation activities, and build the capacity of staff and partners to effectively use data for planning, performance management, and strategic decision-making.

No two days are alike at EGPAF, but what can you expect in this role?

Strategic Leadership & Information Management

• Lead and coordinate RMEL, research, informatics, and partner data management functions.
• Oversee implementation of monitoring, evaluation, learning, and quality assurance systems.
• Ensure timely and accurate reporting of program outputs, outcomes, and performance indicators to donors, government stakeholders, and organizational leadership.
• Provide technical leadership and representation in national, regional, and international RMEL forums and working groups.
• Support development of annual work plans, performance targets, and reporting frameworks.

Monitoring, Evaluation & Learning

• Design, strengthen, and continuously improve RMEL systems, tools, indicators, and methodologies.
• Promote a culture of data use and evidence-based decision-making across all program levels.
• Lead routine performance monitoring, data reviews, and data quality assessments.
• Strengthen capacity of staff and government partners in data collection, analysis, interpretation, and utilization.
• Ensure effective use of health information systems and digital technologies to improve program monitoring and reporting.

Research & Evaluation

• Lead the program’s research, evaluation, and learning agenda in alignment with donor and national priorities.
• Oversee planning, implementation, quality assurance, and dissemination of research and evaluation studies.
• Establish and maintain partnerships with academic institutions, government agencies, and research organizations.
• Translate research findings into program improvements, policy recommendations, and strategic actions.
• Provide technical mentorship and leadership to teams involved in research, evaluation, and knowledge management.

Program Strategy & Business Development

• Contribute to strategic planning, annual reviews, program design, and proposal development.
• Support resource mobilization efforts, including development of concepts, budgets, and donor submissions.
• Work closely with senior leadership to ensure program strategies are informed by evidence and performance data.

Qualifications

To be successful, you will have:

• Master's degree or higher in Public Health, Epidemiology, Statistics, Demography, Monitoring & Evaluation, Health Research, or a related field.
• Minimum of 10 years of progressive experience in monitoring, evaluation, learning, and research for large-scale HIV/TB or public health programs.
• Demonstrated experience managing complex data collection, reporting, and information systems.
• Strong knowledge of Tanzania's health sector, HIV/TB programs, and national health information systems.
• Proven experience leading evaluation and research initiatives, data quality improvement, and evidence-based programming.
• Experience working with donor-funded programs, preferably USAID/GHSD-funded initiatives.
• Strong leadership, stakeholder engagement, capacity-building, and strategic planning skills.
• Demonstrated ability to leverage digital and innovative technologies to strengthen RMEL systems.
