Job Purpose
Ensure all ICT contracts are well-structured, compliant and aligned with business and regulatory requirements, delivering optimal value and supporting organizational objectives; ensure effective ICT budget management through proper planning, monitoring, and control of expenditure for cost optimization and financial discipline; manage end-to-end ICT Vendor relationships, including performance monitoring, service delivery evaluation, and enforcement of agreed Service Level Agreements (SLAs); establish and review policies, procedures, and processes around Supplier management to ensure efficiency is achieved; and oversee and coordinate ICT Vendor payments and related financial processes, ensuring accuracy, timeliness, and compliance with contractual terms and internal controls.
Principle Responsibilities
- Manage ICT supplier contracts including contract reviews, SLA negotiation and implementation to ensure achievement of agreed financial and service performance targets.
- Ensure contract compliance and deliverables tracking, including monitoring license usage and software utilization against agreed contractual terms.
- Coordinate and support the annual ICT budget planning, review, and approval process, including the development of budget proposals and recommendations for adjustments based on business needs and utilization trends.
- Establish and maintain an up-to-date catalogue of all third-party ICT suppliers, ensuring completeness and accuracy of supplier information.
- Coordinate and manage supplier performance reviews, including organizing review meetings and sharing performance reports with relevant stakeholders.
- Participate in and support ICT supplier commercial negotiations to ensure cost efficiency and optimal value delivery aligned with business requirements.
- Monitor and Manage IT budget utilization through payment reviews and recording of all commercials related to ICT projects and services.
- Support IT budget proposals and recommend subsequent budget changes as needed.
- Attend to ICT Supplier’s commercial negotiation to ensure cost and deliverables terms effectiveness is achieved as per the business needs.
- Managing ICT Supplier’s contracts including reviews, service Level Agreement negotiation and its implementation to meet financial and service performance targets.
- Establish and manage the catalogue of third-party ICT suppliers.
- Manage contract deliverables validity including License/software utilization against the agreed terms.
- Accountable for resolution of disputes between ICT and Supplier by ensuring amicable resolution is achieved.
- Oversee and manage ICT supplier payments, while driving improvements in turnaround time (TAT) and process efficiency.
- Monitor supplier performance through tracking incidents and service requests against agreed SLAs and provide regular performance reports.
Qualifications Required
- Bachelor’s degree in computer science, Computer Information Systems, Management Information Systems.
- At least 2 years of general IT Contracts and Supplier Management experience in banking or similar environment.
- Professional Certification like CISA, CGEIT, or CRISC, as well as certification or exposure in Procurement and Contract Management, will be an added advantage.
- Good understanding of ITIL, Prince 2/PMP and Excel is an added advantage.
- Experience of working in a deadline-oriented environment, managing multiple issues simultaneously.
- Technical handling interactions with employees, auditors, vendors, contractors, and other stakeholders.
- Broad understanding of Governance, assurance and compliance frameworks and their linkage to bank industry in the Tanzania environment.
- Technical knowledge of Information & Communication Technologies and Information Security.
- Good understanding of supplier and vendor management processes, including contract lifecycle management, SLA management, and performance monitoring.
- Understanding of financial management concepts, including budgeting, cost control, and cost optimization.
