Position Details
Title: Climate-Smart Public Works Manager (CS-PWM)
Appointing Authority: National Steering Committee
Reporting Relationship: Reports to Director of Programs
Staff under Supervision: Program Officers – Climate-Smart Public Works and Infrastructure Development
Duty Station: TASAF Dodoma Head Office
Duration of Contract: 4 years
Basic Functions
To assist the Director of Programs in managing the Climate Change, Public Works, and Infrastructure Development functions of the Project. This is as specified in the Financing Agreement and Operational Manual.
Principal Duties and Responsibilities
She/He shall:
- Undertake Climate-Smart Public Works duties within the prescribed policies and procedures of TASAF, in particular coordinating interventions of the Climate-Smart Public Works and Infrastructure Development Department.
- Be responsible for managing a database for Climate-Smart Public Works (CS-PW) interventions that captures: number of beneficiaries by sex, wages paid, funded, completed, and certified sub-projects.
- Coordinate preparation of multi-year plans by Project Area Authorities (PAAs) to guarantee predictability of transfers for the targeted beneficiaries.
- Identify technical support requirements for implementation of CS-PW interventions and ensure availability of required training materials and support.
- Ensure compliance with CS-PW implementation benchmarks by PAAs.
- Prepare and update a guide for the PAAs on the number of CS-PW interventions needed to absorb the annual number of CS-PW working days based on the number of beneficiaries in the village.
- Participate in the preparation of IEC materials for Climate-Smart Public Works Programs.
- Coordinate verification of CS-PW sub-project applications reviewed by PAA Technical Monitoring Officer (TMO), ready for submission to Sector Expert Team (SET) on a sample basis.
- Compile and review subproject batches prior to submission to the National Steering Committee (NSC) for endorsement.
- Prepare and compile departmental annual implementation plan and budgets.
- Coordinate preparations of periodical implementation progress reports in the department.
- Conduct performance appraisals of Climate-Smart Public Works and Infrastructure Development department staff using agreed upon performance indicators.
- Undertake infrastructure development functions within the prescribed policies and procedures in accordance with sectoral norms.
- Be a member of the TASAF management team.
- Perform any other official duties as may be assigned by the Director of Programs.
Qualifications
- A Master’s Degree in Civil Engineering, Environmental Sciences, Project Management, Land Use Planning, Quantity Surveying, or any other related field from a recognized university.
- At least ten (10) years of experience in the relevant field in the Public and/or Private Sectors, and at least five (5) years of current managerial experience.
- A relevant recognized professional qualification.
- A good understanding of Climate Smart Labour Intensive Public Works interventions.
- Thorough knowledge and understanding of, and experience with, donor-funded projects.
- High level of communication and interpersonal skills, and the ability to work with people across all levels.
- Ability to supervise, train, and coach staff in relevant skills.
- Self-motivated with integrity and a high level of confidentiality.
- Experience with community-based development initiatives, social fund related operations, and Project Management.
- Proven track record of successful program development and implementation is an added advantage.
- Should not exceed forty-five (45) years of age by January 2026.
Key Performance Measures
- Existence of an updated and operational Climate-Smart public works and infrastructure development activities database.
- Climate-Smart Public works and infrastructure development sub-project applications are processed within agreed benchmarks.
- Existence of updated multi-year plans for public works.
- Number of Public Works and Infrastructure Development sub-projects implemented, funded, and completed.
- Availability of evidence of compliance to various sector norms and standards to guide the PAAs for infrastructure development interventions.
- Existence of timely prepared quarterly and annual implementation progress reports.
