Responsibility:
The Risk and Compliance Officer (Credit Risk) main responsibilities are to review and ensure that the credit risk is minimized and the bank is able to recover from any losses that might occur. Additional duties involve performing credit risk analysis and conducting independent loans review to ensure loans are adequately underwritten, properly graded, appropriately priced, and conform to the bank’s policy. The reviews and analysis performed will help the bank manage the risk in the loan portfolio by ensuring compliance with Bank and regulatory requirements, as well as following up on trends identified so appropriate controls can be developed and implemented at VFT MFB.

Main tasks
• Monitor the bank’s credit risk and trigger timely portfolio reviews to find out the root cause of the emerging credit risks and Communicate weaknesses identified to the credit underwritings
• Ongoing monitoring of the credit quality of the portfolio (portfolio review and early detection of deteriorating credits) by highlighting early warning signs of credit deterioration and advising the turnaround strategy.
• Perform a comprehensive review of sampled new loans and modifications to identify any credit weaknesses, policy or regulatory violations, servicing deficiencies, or trends.
• Prepare early warning and checks for adequacy and appropriateness of the information used in the evaluation of the customer Credit applications.
• Identify, analyze and report to the management the credit risk trend with corrective actions required
• Ensure that sound credit risk measurement and monitoring tools are developed and implemented in a standardized manner
• Preparation of weekly, monthly and quarterly credit risk analysis reports by different categories such as loan size, client sector, product, Branch, and Loan Officer and trigger portfolio reviews.

Education/Experience
• A bachelor’s degree in Banking and Finance, Accounting, Microfinance, Economics, Business Administration, Finance, or any related field.
• Minimum of 3 years’ experience in credit review, credit analysis, or in a business lending-related position.
• A Certification in Risk Management Experience
• Excellent understanding of credit risk management systems
• Excellent financial analysis skills especially financial ratio analysis to determine credit worthiness.
• An understanding of the functions of and the implementation of Credit Bureau strategies.
• Knowledge of current banking laws and regulations required loan documentation and bank lending policies

Overall purpose of the role:
The Protection Specialist will support DRC team with set up, capacity building and roll out of new protection programming in Nyarugusu and Nduta Camps from January 2023 (Child protection, GBV, People with Special Needs, Legal Access) alongside existing protection activities (Community Based Protection); S/he will provide technical advice; quality assurance; and the support, mentoring and capacity building of staff. S/he will ensure interventions are harmonized across different areas of operations that tools, SOPs and quality benchmarks are established and adhered to, and that protection interventions are integrated with other DRC Tanzania sectors wherever possible to ensure a more holistic approach to assistance. To help discharge this duty, the Protection Specialist provides day-to-day guidance and support to DRC Protection Manager (s) and Team leaders, sub-sector focused – Specialists, who support on these tasks in Area Office.

This role has a focus on Tanzania and ensures compliance to DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations while overseeing country activities.

Main Responsibilities:
Technical oversight
• Lead development, harmonization, and roll out of SOPs, tools and guidelines – especially related to case management and technical aspects of programming (across all protection sub sectors)
• Support sector-specific assessments to inform DRC strategy, programme development and implementation
• Ensure Do no Harm through effective coaching, mentorship, and trainings required for implementation.
• Ensure a minimum standard of capacity and awareness on GBV referrals across protection teams (including sensitive legal cases) and other sector teams to reinforce the effectiveness of the more specialized staff response.
• Provide regular technical support and guidance to protection managers to strengthen the capacity of protection teams in delivering high quality GBV/CP case management services, ensuring that supervision and coaching structures are in place at field level to ensure adequate oversight by PMs
• Ensure that ethnical, consistent and sound data collection management systems are in place for GBV /CP activities, ensuing availability of data analysis for informed decision making and project design;
• Provide regular technical support and guidance to protection teams and other relevant staff in both a structured manner and on a case by case basis.
• Assure compliance with the Tanzania Protection Cluster, DRC standards and procedures, and alignment with global strategy, through regular coordination with colleagues in Area Office and Regional Office level.
• Complete regular field visits to ensure technical oversight and support, identify needs, and ensure quality programming.

Technical Line Management
• Support development of harmonized teams and structures across specialist areas
• Working closely with the Protection Manager, assess capacity gaps amongst DRC protection and other programme staff and develop and deliver training (dedicated and on-the-job), through regular field visits to different area and field offices
• Contribute to setting performance objectives and performance appraisals of technical staff in the same field.

Programme development and coordination
• Support roll out and coordination of protection components of proposals and projects
• Map donor priorities within given sector and identify new opportunities
• Provide technical review of new proposals, lead the compilation of reports and other relevant sector-specific donor communications.

Quality Assurance
• Support reviews of overall program implementation progress; identification, resolution and/or escalation of issues;
• Ensure compliance with data protection and management SOPs and best practice.
• Work with M&E to develop harmonized tools and databases to monitor and track efficiency and quality of programming and improve information management within the sector focal points
• Coordinate with M&E to ensure accountability mechanisms are established for programming.

Coordination and Donor Engagement
• Provide technical input and support strategic direction of the sector-level response within the humanitarian community
• Participate in program review meetings as relevant (Grant Opening, Grant Review, & Close Out Meetings)
• Support country-level Advocacy through the identification of topics, development of briefings and other outputs to support DRC Tanzania evidence-based advocacy efforts.

Qualifications and Experience
Essential Experience and technical competencies

• Proven experience of at least 5 years in international field protection and management of protection programs including GBV and Child Protection.
• Significant knowledge of International Human Rights Law, International Humanitarian Law.
• Proven communication, interpersonal, representation, negotiation, promotion and diplomacy skills.
• Proven strong analytical and communication skills.
• Strategic thinker with the ability to quickly develop good insight and understanding of the conflict, the human rights situation and the political environment of the program country.
• Sound understanding of humanitarian architecture.
• Cultural sensitivity and adaptability.
• Experience in international humanitarian work, advocacy and policy development, and cluster coordination mechanisms.
• Prior experience in protection monitoring and protection assessment, reporting and project development.
• Experience with managing teams and providing technical guidance and training able to manage high workload
• Able to manage stress and be flexible
