Job Description
Responsibilities

• Monitor budgets to ensure that spending occurs as planned and that variances are anticipated, noted, and corrected; ensure that key program personnel are aware of budgetary resources and are able to monitor their budgets respectively.
• Ensure all financial plans, invoices, reports, and other documents are accurate, timely, and consistent with agency and USAID guidelines and regulations.
• In close coordination with the finance staff, maintain and update all the financial documents (reports, plans) and ensure confidentiality of project financial information.
• Review and consolidation of monthly financial reports for distribution to senior management.
• Review and consolidation of monthly sub-office accounts and reports to ensure accuracy and to provide regular feedback to the senior leadership team.
• Work with regional company's Project Managers and Operations Managers to ensure the project is implemented as planned and with sound program quality.
• Work with project team to prepare and consolidate the annual budgets in line with work planning processes
• Conduct refresher training for regional and operational staff of the project on agency and USAID regulations
• Ensure assets are well maintained and movements documented
• Perform inventory reconciliation to safeguard project inventory and distribution processes
• Prepare any budget revisions and projections and respond to any questions.
• Confirm availability of funds for all requests for payment or charges to grants. Monitor burn rates and advise the team on spend projections.
• Prepare VAT reports and ensures the refund processes are adhered to per agency and USAID guidelines
• Prepare quarterly reports, projections, and any other required donor submissions.
• Prepare a consolidated annual fiscal report, including a cumulative life of project report.
• Ensure that an appropriate segregation of duties exists for effective support of field operations and to protect the integrity of the country office finance and administrative operations.
• Prepare and revise financial and operational guidelines so that they adhere to the company's requirements.
• Ensure compliance with contractual obligations and deliverables in line with USAID regulations and company policies and procedures.
• Manage the reporting component of the award including collecting timesheets and reconciling them with the financial reports; oversee other administrative duties as needed.
• Actively participate in all award specific audit and donor assessments

Requirements
Knowledge and Experience

• Minimum of seven years’ experience in financial management for large and complex programs funded by the U.S. Government, of which at least five years were working in the field of international development.
• In-depth knowledge of 22 CFR 226.22 CFR- 145 OMB Circulars -A122 and A-133.
• Demonstrated experience in management of sub awards and strategic partnerships agreements.
• Demonstrated strong analytical and financial analysis skills.
• Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations.
• Proven ability to prepare multi-year budgets, donor financial reports and USAID Audits.
• Demonstrated capacity and prior experience in supervising others as a coach/mentor to train staff and develop financial skills of colleagues.
• Excellent oral and written communication skills in English (professional level).
• Extensive experience working in Sub-Saharan Africa; work experience in Tanzania is highly desirable.

Job Description
Responsibilities

• Provide technical leadership for all nutrition activities ensuring timely and effective implementation of activities by sub-contractors, project staff and other technical assistance providers.
• Maximize the collaboration and participation of local partners including Tanzania NGOs, government health, agriculture sector staff, and those involved in nutrition programming in Tanzania.
• Support effective implementation across all regions to achieve program deliverables through the effective use of program resources in compliance with USAID regulations and Save the Children policies.
• Represent the project for Save the Children in formal and informal meetings with USAID, the Government of Tanzania, and other donors and partners.
• Facilitate linkages and foster coordination with key stakeholders, including relevant national and regional level government authorities.
• Directly manage project technical advisors and other program staff based in the Dar es Salaam, Tanzania office.
• Ensure strong implementation, financial management, reporting, and compliance to all USAID requirements.
• Track progress of programs against original proposals and with detailed work plans.
• Assist the COP in developing and finalizing all required reporting and play a lead role in managing the development of external communications for the project.
• Ensure appropriate training and capacity building of all programs staff.
• Along with the COP, ensure appropriate organizational structures are in place to ensure the most efficient and effective implementation of program activities.
• Conduct annual performance evaluation of direct reports.
• Contribute to ensuring systems are in place for the most effective program implementation in regards to M&E and financial systems

Requirements
Knowledge and Experience

• Minimum of seven years of professional experience working in Africa or similar contexts on nutrition/health programming.
• Experience in the development and management of health/nutrition programs in developing countries. An understanding of the Tanzania nutrition sector is preferred.
• Solid experience interacting with USG agencies, host country governments and other relevant stakeholders.
• Knowledge of USAID health and/or nutrition projects.
• Demonstrated skills working in partnership with international donors and other agencies.
• Experience in strategic and program planning and a proven ability to collaborate effectively with a wide range of stakeholders.
• Excellent interpersonal skills and demonstrated ability to lead and work effectively in a complicated fast-paced environment.
• Excellent oral and written communication skills in English are essential.

Desired
• Prior experience as Deputy Chief of Party.
• Familiarity with the political, social, and cultural context as well as prior work experience in Tanzania.
