Standard minimum qualifications
Education: Advanced University degree preferably in Supply Chain Management, Engineering, Economics, Business Administration, Logistics, or other related field, or First University degree with at least eight (8) years of postgraduate professional experience.
Language: Fluency (level C) in English language and Swahili Language.

Organizational context
• The Head of Supply Chain will be reporting directly to the Deputy Country Director and overall management of the Country Director. The Head of Supply Chain will manage large teams, lead on more specialist or far reaching initiatives or more complex country operations, including port and fleet management, logistics clusters, and influence supply chain strategies at senior levels across functions and with local partners.

Job purpose
• To provide expert advice and substantial contributions to the integrated supply chain operations at the Country Office and lead large field supply chain operations, to ensure an effective and integrated supply chain approach meeting the food assistance needs of beneficiaries and service provision requirements for partners.

Key accountabilities (not all-inclusive)
1. Participate in the formulation and implementation of corporate supply chain strategies, business models and solutions to meet operational requirements.
2. Align service or country strategy, policies and programmes to the global supply chain strategy and the WFP Strategic Plan, to achieve operational cost efficiency, agility, reliability, quality and to support national capacity strengthening.
3. Analyze regional/country context and lead the design and management of end-to-end operational supply chain and retail networks, to proactively mitigate and/or address dynamic supply chain challenges and obtain operational optimization.
4. Design, plan and manage implementation of innovative supply chain operations, initiatives and large-scale services to ensure timely, cost-effective and integrated approach with core activities and services and in close cooperation with key supply chain stakeholders.
5. Drive continuous improvement and innovation initiatives analyzing best practices from the humanitarian and development fields, academia and private sector.

6. Lead supply chain planning and oversee and coordinate periodic planning across functions and with partners to develop consensus on supply chain operational plans. Coordinate implementation of agreed plans in close cooperation with key supply chain stakeholders.
7. Plan, monitor and manage resources to maximize effectiveness of large supply chain operations.
8. Foster productive partnerships with key stakeholders amongst government and other national organizations, UN agencies, NGOs, private sector and academia to share knowledge and resources and build capacity, resulting in coordinated and cost effective supply chain operations.
9. Lead market analysis and supply chain network mapping to inform the selection of appropriate operation modalities to improve supply chain performance.
10. Lead supply chain operations to ensure compliance with the established supply chain strategies, policies, procedures and controls, and assist in the implementation of corporate standards, with special emphasis on quality control, loss prevention, risk mitigation and cost effectiveness.

• Driver Training Programme Development
• Execute pre-approved driver training programs
• Support all driver-training programs from group for the calendar year.
• Tailor-make driver programs to suite the specific needs in the lifecycle of a driver.

Responsibilities
Manage the operational relationship with the Suppliers

• Receive the instructions from the internal clients : cargo delivery or collection
• In case of new business support the Front office by providing transport rates
• Inform the client (internal or external) of delivery/collection status
• Alert the client in case of operational issue (potential or real)
• Ensure (together with QHSE) that pre-approved transporters are fully compliant with company's procedures and policies
• Ensure that all transport relationship is governed by a signed and valid contract
• Organize periodic tender in order to secure rates on a mid-long terms period.

Drive the deliveries and the container collection
• Based on received cargo delivery/ collection requests, execute the plans and ensure cargo delivery/pick-up
• Organize and control the transport documentation transmission; delivery proof to IFF and interchange to COLOG team
• Work in synergy with the export Department and the shipping lines in order to ensure a minimum delivery of empty containers on ALTZ2 / Export CFS.
• Create, implement and monitor a proper round trip system on transit (Import bringing back export)

Monitor the quality of service
• Organize the quality of service monitoring and ensure a proper follow-up of KPI as agreed with the suppliers

Control the costs

Job responsibilities
Provide reliable and safe driving services, ensuring the safety and well-being of passengers
• Keep abreast of traffic rules and regulations as well as road security and safety awareness to enable safe, on-time arrival for any movement including meetings and appointments
• Maintain daily vehicle logs, inspections, daily kilometers, fuel consumption, oil change, servicing, greasing, repairs
• Prepare and maintain data of the vehicle maintenance plans and reports, awareness of vehicles servicing, required items for services.
• Ensure that the official vehicle is kept clean and is always in good working order.
• Evaluate ability of other drivers and provide training as needed
• Supports the preparation of the vehicle maintenance plans and reports

Experience
