DUTIES AND RESPONSIBILITIES
• Responsible for preparing plans and budgets for the estate management activities;
• Advising on all estate works pertaining to the maintenance of buildings, infrastructure, internal and external built areas, as well as keeping the pitches(natural and artificial)and sports grounds;
• Responsible for whole site maintenance, repairs, soft services, security, assets and facility management.
• Supervising multi-disciplinary teams of staff including cleaning, maintenance, grounds, security and ensuring the proper use of all tools and equipment of the Sports Centre;
• Initiate and prepare all required refurbishment, and maintenance of facilities, infrastructure, and buildings;
• Ensure the environments and facilities of the Technical Sports Centre including Equipment, machinery, utilities, buildings and landscape are neatly well kept;
• Ensure all properties of the Technical Sports Centre are registered and relevant property documents are properly kept;
• Prepare and submit to the General Secretary periodic reports of the Centre; and
• Performs other duties assigned by General Secretary.

QUALIFICATION AND EXPERIENCE
At least degree either in Civil Engineering, Architecture, Building Economics, Industrial Management, Real Estate or Quantity Surveying plus the working experience of at least five(5)years of which two(2)years should be in Managerial Position.

Job Purpose;
The Grants Manager will provide overall technical support in the management of grants, facilitate training in program and finance management to grantees, support partners on grant management and assists in reviewing grants agreements. She/he is responsible for ensuring compliance with USAID rules and regulations, and legal and regulatory requirements governing the award. The Grants manager oversees the overall compliance in the activity implementation from the development of work plans and budgets, reporting, granting, and budget administration. Supporting donor proposal budgeting, analysis of institutional income, donor contract expenditure tracking, monitoring and providing management information on key risks, contributing to the implementation of improved financial systems and processes to facilitate better donor reporting and compliance.

Key Responsibilities:
• Drafting proposals, grant application narratives, and budgets and collaborate to finalize with the Manager of Programs, Finance, and the Director.
• Work closely with grantees to meet targets, timeframes, budgets and ensure compliance with USAID regulations.
• Ensure grants or contracts are well administered and that program and support teams are fully informed of relevant donor compliance regulations and organization procedures to support on-track,on-time, and on-budget implementation. Review all grant/procurement activities for compliance with program policies and USAID regulations.
• Creating the grants process, this includes working with CCA organizational teams to create workflows, and a synergy of responsibilities at each of these workflow states that are needed to support the grantmaking process from USAID and RTI respectively. This also includes working closely with beneficiaries/grantees/CCA of the grant to make sure the process is mutually beneficial for them and the grantmaking organization (USAID).
• Supervising staff. Managing office staff , field staff and all staff within CCA/USAID/RTI/ULEA/EBN and its stakeholders and community that are a beneficiary of the grant in a respectful manner at all times. Grant managers are responsible, and need to make sure that they have a great environment to work in.
• Review all grants/procurement activities for compliance with program policies and USAID regulations.
• Monitor grant activities during their implementation to ensure on-time and high quality delivery of goods and services; provide continuous assessments of grantee performance against project objectives.
• Ensure grants or contracts are well administered and that program and support teams are fully informed of relevant donor compliance regulations and organizations procedures to support on-track, on- budget implementation.
• To advise programme and programme quality teams, finance, working groups on relevant donor requirements/compliance, potential funding opportunities, changes in donor priorities and ensuring quality grant management for all related projects.
• Involved in developing and embedding best practices to comply with donor financial rules.
• Prepare reports and other documentation as requested and in accordance with USAID/CCA directives. Supporting donor proposal budgeting, analysis of institutional income, donor contract expenditure tracking.

Required Experience.
• Bachelor/ Master’s Degree in Project Management, Community Development studies, social sciences or related fields.

Position Summary:

Lyra is planning to expand and scale its current portfolio, build new and enhance existing partnerships in order to propel Lyra Tanzania to the next level of impact in Tanzania. Lyra is searching for an outstanding professional to lead Lyra’s portfolio in Tanzania. The role will have a major focus on ensuring successful and high quality delivery of the organisation’s education programmes in Iringa. Our high-impact projects seek to enhance educational opportunities for children and young people, through building eco-friendly and safe girls hostels in rural secondary schools, digitising offline education, as well as providing alternative pathways to education for out of school youth. Working alongside the Lyra leadership and Board, this role will lead the Lyra Tanzania team and portfolio of work. Specifically, the role-holder will be directly accountable for the strong management and delivery of our portfolio of development programmes, building strong external relationships and networks, resource mobilization and overall leadership to Lyra Tanzania as it grows and develops.

Key Responsibilities:
1. Leadership and management

• Set the overall strategic direction and implementing a 3-year strategic plan together with the Lyra Senior Management Team and Board, to achieve the organisation’s objectives.
• Lead the organisation and support the team to deliver high quality programs.
• Ensure a strong monitoring and evaluation process is in place, measuring progress against objectives, and course correcting as appropriate.
• Prepare and implement comprehensive business plans to achieve Lyra’s activities and ensure cost-effective operations, including planning, implementing, supervising and completing Lyra’s existing and potential new programmes.
• Communicate and proactively build trusted relationships with key stakeholders, partners and authorities, providing leadership as appropriate.

• Ensure compliance with the laws and regulations governing the running of NGOs in Tanzania.
• Responsible for overseeing the organisation’s financial performance and ensure Lyra reflects highest level of fiduciary and governance integrity.
• Cultivate positive and effective relationship with Board. Keep Board and Donors appraised on all development and measures of impact both financial and programmatic.
• Serve as the Executive Secretary to the Lyra Board of Trustees, managing trustee meetings.

3. Strategic Partnership, Resource Mobilization and Advocacy
• Build and maintain strong relationships with donors and partners and all key stakeholders including those in the public, private and civil society.
• Ensure compliance with donor frameworks, as well as timely and proactive reporting to donors, in collaboration with Lyra UK.
• Seek additional resources and donors for the expansion and continuation of Lyra programs.
• Represent the organisation to national and international donors and in relevant forums on education to promote relevant policy, legislative actions and practices that will support delivery of Lyra’s mission.
• Drive national awareness and appreciation of Lyra’s work in Tanzania.

Key Requirements:
• Minimum bachelor’s degree in relevant field.
• Past working experience as National Director or other senior managerial position in a non-profit organisation/similar organization.
• Demonstrable experience in developing strategic and business plans and leading a team.
• A strong understanding of educational programming, or working with children and youth.
