Responsibilities:
• All possible hazards on route and inside workplaces identified, rectified and/or reported daily when on shift.
• Zero involvement in an incident/ accident, those occurred are reported to Leader within the Shift
• Conducting safety Interactions each week
• Field Level Risk Assessment completed accurately for every task assigned
• Compliance to Standard Operating Procedures for safe work daily –Isolation, Lockout, confined space, working at height, lifting & rigging etc.
• Compliance to scheduled equipment inspections daily, weekly, Monthly & identified defects reported within the shift
• Compliance to Equipment Preventive Maintenance Schedule & work carried out accordingly daily
• Ensure safe work practices by attending compulsory safety courses and meetings;
• Assist and conduct incident/accident investigations;
• To perform team based Job Safety Analysis completed accurately for every task without a Standard Operating Procedure
• Maintain a high standard of housekeeping in the work area both during and after completing a job. This includes returning used parts to stores, welding m/c, & equipment to designated areas, and spills cleaned up
• Comply with Occupational Health and Environmental Policies, as well as other policies, procedures and guidelines;
• Knowledge of main consumer substations, overhead power lines, Plant air compressors6.6KV motors and starters, Mill Motors 6.6Kv, Emergency power generators, high and low voltage installations and reticulation diagrams for all Plant MCC, s and Transformers.
• Basic Knowledge of operating and switching 6.6KV power.
• Install and maintain of all electrical equipment to reduce unplanned maintenance and optimize availability.
• Overhaul electrical equipment in accordance with set company policies and procedures.
• Complete required testing and safety checks on electrical drills.
• Attend to breakdowns and complete necessary fault-finding.
• Carry out defined and necessary electrical equipment checks.
• Ensure total adherence to all safety, health and environmental procedures and guidelines as well as all other company policies and procedures.
• Under the direction of the supervisor, provide appropriate on-the-job training and coaching to less experience personnel.
• Implementation and execution of all tasks and instructions as instructed by superiors
• Able to do Installation & commissioning of new equipment as per Company Standard Operating Procedures- Risk Assessment, Procedure, Training, Competency Assessment
• Prepare and file all required records ready for auditing at all times, electronic & hard copies

Qualification requirements:
• Electrical – (FTC/IMTT / VETA GRADE ONE CERTIFICATE)
• Valid driving license is an added advantage.

Experience requirements:
• 3 Years’ experience on Voltage Switching(6.6KV)

Skills / knowledge requirements:
• Emergence Power Generation is an added advantage

JOB DETAILS:
Job Summary:
EACOP project includes a 1,445km 24” oil export pipeline, 8 above ground facilities, a green filed marine terminal with an export jetty and a serie of 60 main line block valves and +20 trace heating stations. 150km of feeder lines from Upstream facilities will tie-in to the EACOP project.
The project contracting strategy entails 8 main packages to be executed through 15 different main Contracts. An EPcmC Contractor is in charge of Detailed Engineering, Procurement and construction management support interfacing with all other Contractors. EACOP direct personnel, including partners secondees will be more that 600 at peak periods during the execution phase of the project and up to 8,000 to 10,000 personnel, when including Contractors, expected to be mobilized across the various sites for construction activities.
The pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in the East African region. The context is complex with numerous stakeholders, environmental and societal / local content stakes, three partners, two involved countries new to oil development (Uganda and Tanzania), and the need for project development in accordance with IFC standards to secure the necessary financing.

Mission

The Commissioning Lead – Electrical is responsible for the coordination, planning and execution of all electrical pre[1]commissioning and commissioning activities. The Incumbent will follow the Completions Framework to deliver a seamless facility testing, pre-commissioning, commissioning and start up process that focuses on the end user. The Commissioning Lead – Electrical is responsible for accepting electrical systems into service, ensuring all pre and post energization checks are completed utilizing the approved test records. The incumbent will coordinate vendors in the testing and tuning of equipment and other electrical systems as required. The incumbent will execute the electrical commissioning plan to the overall procedure and instruct Pre-commissioning and Commissioning teams and or subcontractor for the necessary action, while maintaining the highest vigilance for Health, Safety and the Environment (HSE).
In addition, the Electrical Commissioning Lead will support Engineering to complete the design of Electrical systems, review Vendor documentation and follow/monitor associated Factory Acceptance Tests
• Location: EACOP office in London, then in Dar es Salaam from Q4 2023.
• Status: Residential / Geographic single in first instance

Duties and responsibilities
• Implementation of the Project safety management systems during the planning and execution of Pre[1]commissioning, Commissioning and Start-up project phases, adapting them to the specific needs and unique risks
• Responsible for HSE performance for all personnel and facilities under their control
• Responsible for assisting in the development and implementation of detailed execution plan for non-energized, energized testing activities, including schedule and budget fully integrated with the project schedule and budget including:
1. System and Sub-system scoping
2. Pre-commissioning procedures
3. Commissioning procedures
4. System testing procedures
5. FAT & SAT coordination
6. Commissioning Raw materials, intermediates and spares list
7. Risk Management (system specific) and mitigations
• Ensure compliance with engineering procedures, codes, standards & approved codes of practice
• Review & approval of all Commissioning electrical engineering documents created by the contractor
• Input to the Completions Management Tool (CMT) including review & approval of project specific ITR’s. (Check Sheets)
• Provide input into project plans and schedules, achievement of agreed schedule
• Promote safety and environmental awareness through inductions, training, inspection and promotions.
• Monitor the Contractor’s electrical equipment installation and pre-commissioning activities and ensure these are executed in accordance with the project HSE, technical specifications, quality standards and procedures defined in the contracts
• Monitor material and electrical equipment delivery and ensure storage, preservation and maintenance are performed and recorded, in line with vendor requirements
• Review and comment on the Contractor’s documents including method statements, ITPs, work procedures and practices
• Prepare relevant electrical system commissioning and testing procedures
• Ensure that the electrical pre-commissioning and commissioning activities are properly organized, scheduled and conducted in a structured and safe manner, to test and certify that the installed equipment/systems, comply with the agreed performance parameters indicated in the design documents and specifications
• Responsible for the electrical Commissioning team and to oversee training, competency, supervision and de-mobilization of personnel
• Responsible for the safe and timely execution of all Commissioning activities and integration of these activities with both Project and Operations
• Proactive in the promotion of HSSE at site, supporting the Client Management Team and Client HSSE
• Responsible for the coordination of vendor representatives required during Commissioning
• Responsible for the development and communication of the requirements and timing for electrical materials, resources and external services for Commissioning and ensures these requirements are secured.
• Report daily progress and work scope completion ensuring all issues, identified risks and concerns are clearly communicated and addressed
• Leads daily execution kick off meetings and toolbox talks
• Cooperate and support the Operations team in the execution of the Start-up activities

Qualifications, Competencies and Experience Required
• Degree: engineer (or equivalent formal qualification) in a recognized Engineering discipline.
• Minimum 10 – 20 years of experience in Oil & Gas industry with similar large-scale projects & environment.
• Must exhibit a strong track record of completion and success in delivery of commissioning and projects safely
• High skills and competence in HV distribution systems.
• Ability to work in a multi-cultural business environment.
• Good interpersonal and communication skills.

Duties/ roles and responsibilities
• Daily oversight and observation of the project’s civil work, including the construction of buildings.
• Compile a list of the materials needed for building and other civil activities according to the project plan. Send the same to your line manager for approval and purchasing
