Purpose of the Job

The WASH Specialist reports to the Chief of WASH for guidance and general supervision. The Specialist supports the development, preparation, management, implementation, monitoring and evaluation of the WASH programme within the country programme. The Specialist provides technical guidance and management support throughout the programming processes, to facilitate the administration and achievement of the WASH-related output results in the country programme.

To qualify as an advocate for every child you will have…
• An advanced university degree in one of the following fields is required: public health, social sciences, behavior change communication, sanitary engineering or another relevant technical field. Additional relevant post-graduate courses that complement/supplement the main degree are a strong asset
• A minimum of five years of professional experience in WASH-related programmes for developing countries is required. One year of deployment in a developing country is required. At least one three-month deployment mission in a humanitarian situation (with UN-Govt-INGO) is required.
• Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset

In Western Tanzania TNC is partnering with Pathfinder International (PI) to implement an integrated holistic Population – Health and Environment (PHE) program known as Tuungane to improve sustainable practise in fisheries, forest, farming, and families including women empowerment and gender integration.

WHAT WE CAN ACHIEVE TOGETHER
The Gender and Education Officer will participate in advancing an integrated approach to population, health, and the environment in Western Tanzania and influence policy for the same at National level. They implement and support activities that strengthen the role and responsibilities and empower women and girls in the Tuungane program area whilst working closely with communities, partner organizations, CBOs and government entities. This position liaises with TNC’s regional and global gender staff and promotes activities that directly contribute to TNC’s 2030 Goals and Tuungane Gender goals 2027. The position will also support youth education for conservation and coordinate stakeholders on youth conservation education in Western Tanzania. The position may also help to raise funds by providing input for proposal writing and solicitation as needed. The Gender and Education Officer will report to the Tuungane Program Director and will be based at The Nature Conservancy (TNC) office at Buhingu- Uvinza, Tanzania.

WE’RE LOOKING FOR YOU

The Gender and Education Officer will lead conservation-gender related forums and collaborate with other organizations to influence the inclusion of gender in conservation outcomes and activities in Western Tanzania.

Specifically, the role will:
• Serve as the gender focal point for the Tuungane program.
• Coordinate youth education, especially for girls, in conservation in Tuungane, West Tanzania.
• Will ensure that Tuungane community platforms such as Beach Management Units (BMUs), Collaborative Fisheries Management Associations (CFMA), Tree growers associations, Agricultural Market Cooperative (AMCOS), and Joint Forest Management (JFM) have at least 30% women members.
• Train Tuungane community platforms including Community Conservation Banks and First-Time parents in gender related matters.
• Lead and encourage women to run for the elected leadership positions of local natural resource management organizations.
• Elevate the Tuungane gender experience and link to sub-national and national gender work.
• Facilitate all people-related data collection are gender-disaggregated.
• Ensure that all Tuungane trainings include at least 30% women participants.
• Supervise children and youth natural resources management education at primary school and establish children/youth environmental clubs with at least 50% girls.
• Supervise girls’ education at Lagosa secondary school, to have improved sanitation facilities and coordinate the transformation of the School to a boarding school to be managed fully by the Government without support from Tuungane.
• To ensure replication of the girl’s education and children environmental club model to other schools by partnering with government and other organizations.
• May work in variable weather conditions, at remote locations for long periods of time in isolated settings, on difficult and hazardous terrain and under physically demanding circumstances. Requires considerable physical exertion and/or muscular strain.

WHAT YOU’LL BRING
• Bachelor degree in either of education and environment or gender and development, or education with biological sciences, or similar field; and 4 years’ experience in community development and/or conservation education, or equivalent combination of education and related experience.
• Master’s degree in education or gender and or with natural resources management may be preferred.
• At least 4-6 years’ experience in community development and/or conservation education, or equivalent.
• Fluency in English and Kiswahili.
• Experience working on gender issues in Tanzania.
• Proven communications and presentation skills.

DESIRED QUALIFICATIONS
• Multi-lingual skills and multi-cultural or cross-cultural experience appreciated.
• Experience working in a multi-cultural organization is appreciated.
• Experience presenting to and communicating with management-level individuals.

Job Description
• This intermediate specialist procures goods and services, primarily locally, that are required for Compassion to fulfill its ministry. This incumbent places orders for goods and services and negotiates prices and delivery conditions, achieving terms that are in the Compassion’s best interest. He or she actively negotiates favorable terms, volume discounts and long-term contracts with suppliers to reduce costs and improve efficiencies. At this career level, the incumbent generally works independently on moderately complex sourcing projects or as a team member on larger projects. He or she may coach other specialists.

Responsibilities

• Maintains a personal relationship with Jesus Christ. Is a consistent witness for Jesus Christ, maintains a courteous, Christ-like attitude in dealing with people within and outside of Compassion, and faithfully upholds Compassion’s ministry in prayer.
• Acts as an advocate to raise the awareness of the needs of children. Understands Christ’s mandate to protect children. JOB DETAILS:
Primary Purpose:
• This position is responsible for overseeing all United States Refugee Admissions Program (USRAP) Processing Support activity at CWS Africa Kasulu Satellite office. This includes managing workflow within the Processing Support Unit and collaborating with other program departments Kasulu and in Nairobi. This position ensures that RSC Africa processing priorities and targets are met and that standard operating procedures are strictly followed.

Essential Duties:
Compliance

1. Ensures all refugee case processing functions within the Processing Support Department strictly adhere to the DOS/BPRM, USCIS, RPC, CWS and RSC Africa policies, guidelines and procedures.
2. Ensures development, implementation, dissemination and monitoring of standard operating procedures (SOPs) for processing of refugees eligible for the US Refugee Admissions Program in sub-Saharan Africa and specifically ensures their designated SOP is up to date and adhered to.
3. Demonstrates ability to conduct field processing activities within the Processing Support Unit.
4. Conducts job function observations of Processing Support staff to ensure compliance is met and identify any areas of improvement or training needs.
5. Identifies and assists with regular process reviews to compare requirements vs. current processing and outputs.
6. Travels to field locations to monitor processing, conduct performance evaluations and meet with partners and vendors.

Data Management and Analysis
1. Ensures Processing Support circuit rides are planned, revised and updated as needed until confirmed, and staff are prepared while ensuring all functions are completed in the most operationally responsible manner.
2. Closely monitor the movement of cases through the Pre-USCIS pipeline, ensuring cases are being processed and presented according to USRAP priorities.
3. Develops reports and quality control checks that ensure accuracy and efficiency as well as their use.
4. Establishes effective communication systems regarding data and ensures reports are accurate and efficient.

Representation

1. Develops and maintains effective relationships with RSC implementing partners, including PRM, USCIS, IOM, UNHCR, RPC and domestic Resettlement Agencies.
2. Leads circuit rides and ensures all logistics are effective and are meeting the goals of the planned circuit ride.
3. Ensures partner communication from the department is professional, timely and proactive.
4. Represents organizational policies and culture to staff.
5. Ensures the workforce is professional when representing CWS/RSC Africa to refugees, partners, the funder and colleagues.
6. Represent Kasulu Processing Support Department in Department Management meetings and share updates with the Program Manager.
7. Represent Processing Support Department during periodic partner engage meetings in Kasulu

Performance Management
8. Directly supervise the Staff Trainer(s) and other Processing Support staff, including yearly performance evaluations, developing job descriptions, participating in hiring and coordinating leave.
9. Oversee and manage the daily workload and functions of his/her direct reports including monitoring staff time and attendance, regularly providing and documenting performance feedback, completing probationary and annual evaluations, developing job descriptions, participant in hiring interviews, and other human resource functions associated with supervising staff.
10. Trains direct reports on their essential job duties.
11. Ensures that QCs are being conducted and feedback is being provided to staff and/or other departments.
12. Ensures coaching, mentoring, feedback and corrective action plans are being carried out where needed.
13. Establish and communicate on-boarding, training and performance expectations.
14. Develops performance management systems that support consistency in work outputs.
15. Evaluates and assesses training needs for the department and takes the lead in organizing and providing trainings on a regular basis.
16. Develops and implement training modules, in coordination with the Training unit, and ensure that staff receive cross training on different aspects of refugee processing, and that they are monitored and evaluated.
17. Monitors staff time and attendance.
18. Assists with annual plan and strategic planning goals as communicated by the Kasulu Management
19. Work together with the Program Manager and staff to achieve the goals set out for the department

Staff Care
1. Monitors and ensure a safe, healthy and professional work environment.

Program Administration
1. Ensures the deployment of Processing Support staff and resources to ensure timely flow of cases, in coordination with Programs Management.
2. Support the Programs team in issues related to hiring, recruiting and managing interpreters hired in Tanzania to support program staff

Qualifications:
Experience:

• Six (6) years paid work experience required
• One year of direct supervisory experience is preferred
• USRAP experience is desirable.

Skills:

• Strong English communication skills, both oral and written.
• Proficiency with MS Office (Excel, PowerPoint, Word, Access, Outlook) and
• Proficiency in START is desirable.
• Demonstrated strong leadership and supervisory skills.
• Excellent organizational and time management skills.
• Thorough knowledge of US Refugee Admissions Program overseas processing and databases is preferred.

Education and Certificates:
• Bachelor’s degree or four (4) additional year’s work experience in lieu of a bachelor’s degree required.
• Master degree preferred.

• COVID Vaccination is strongly recommended for all successful candidates
• The candidate should be of good health, willing and able to travel extensively in often difficult conditions, and have a high degree of flexibility. Must have proof of Yellow Fever vaccination before traveling for RSC Africa.

• This position requires use of laptops at all time, competence in Microsoft office packages is required.
• This position may require travel in sub-Saharan Africa on short notice and under sometimes difficult conditions to meet demands of a dynamic operational program
• Background check which includes references and an educational criminal check is required before the start of employment for International applicants.
• A valid passport and the ability to maintain a valid passport throughout the entire appointment is required, which includes having enough passport pages for travel.
