Case Management & Malaria in Pregnancy (CM & MiP) Advisor

Reports To: Chief of Party (COP)

Duties and Responsibilities
• Provide overall technical guidance and leadership for designing, implementing, and monitoring activities related to malaria in pregnancy (MiP) and malaria case management (MCM) interventions.
• Ensure technical excellence related to the training and quality assurance across MiP and MCM interventions and service delivery in program-focused region and districts.
• Coordinate integration of MiP and MCM activities across other technical areas for both community and facility-based interventions.
• Provide technical support towards strengthening facilities for providing comprehensive quality malaria case management and ANC services including MiP.
• Provide support to regional project teams to ensure quality malaria services at the community and facility levels.
• Identify evidence-based practices related to malaria programming and facilitate application in TMSA and broadly to the national malaria programme.
• Keep up-to-date on developments and new evidence concerning MCM and MiP and facilitate sharing of updated knowledge with other technical staff.
• Ensure timely planning, development and implementation of MCM and MiP activities in accordance with national malaria strategies, guidelines and protocols.
• Represent the project’s interests in public and professional circles through meetings, conferences and presentations at the national and international levels.
• Contribute to the overall project’s strategies in malaria programming to ensure integration and comprehensive services.
• Contribute to the preparation of quarterly and annual technical reports and other technical publications.
• Identify and disseminate best practices and new technical strategies and approaches in MCM and MiP.
• Compile and analyze data for performance monitoring of the program and utilize the data to take corrective actions.
• Participate in Malaria training, mentorship, meetings and workshops.
• Strengthen support supervision at the Councils and Regional level.
• Provide leadership in writing abstracts for conferences and manuscripts for publication.
• Perform other duties as directed by the supervisor and other project leaders.

Qualifications and Experience
• Degree in Medicine with a Master degree in Public Health / Epidemiology or related fields.
• Strong clinical experience in Malaria case management and Antenatal care including malaria in pregnancy (MiP).
• At least 5 years of professional experience in public and/or development health programs.
• Demonstrated knowledge and experience working on PMI or other donor-funded projects.
• Demonstrated knowledge of Tanzania’s national issues impacted by malaria, including demonstrated success collaborating with NMCP, and local government institutions.

Senior Program Officer

Reports To: Chief of Party

Duties and Responsibilities
• Provide overall organization and coordination of project activities across all technical areas (malaria case management, malaria in pregnancy, malaria surveillance, TES).
• Facilitate timely implementation of project activities in Katavi region and TES sites by leading the coordination of project operations and logistical support.
• Collaborate and communicate with council-based stakeholders in the planning of field activities to ensure maximum service integration and quality improvement in TMSA activities.
• Work closely with TMSA Finance, Administration and Procurement teams to ensure timely implementation as well as adherence to donor and IHI policies and procedures.
• Assist technical staff in the Katavi region to prepare financial forms to advance/reimburse funds for ongoing activities.
• Prepare and submit timely monthly and quarterly programmatic implementation plans as per the Project workplan as well as TMSA programmatic reports to the Deputy Chief of Party.
• Support the programmatic team by organizing the central project filing system ensuring the integrity of official documents including correspondences with the Ministry, donor and other partners.
• Support the Deputy COP and other managers to keep track and ensure access to contracts and other documents for Project collaboration.
• Contribute to documenting and dissemination of project success stories during routine programming.
• Collect notes and reports of the project’s progress meetings for documentation and follow-up.
• Establish and maintain program management tools across project teams and field offices.
• Build capacity of program officers and program assistants in project coordination, organization and reporting.
• Facilitate coordination among technical teams and other stakeholders.
• Archive primary project records and related events, meetings, press releases and other technical and implementation documents.

JOB DETAILS:
Main purpose
Ensuring general functioning of the pharmacy and supervising pharmacy supply chain processes in accordance with MSF standards, protocols and procedures, in order to ensure its efficiency and operating availability.

Accountabilities
• Ensuring storage, stock management and supply processes, as well as hygiene and security procedures, tools, and protocols (controlling pests and rodents), implementing appropriate quality controls and records, in order to ensure good storage conditions (temperatures, humidity and light exposure) and availability of drugs and medical material, according to MSF protocols, national regulations and in cooperation with the logistics department.
• Coordinating the delivery, reception and recording of international and local orders, in close coordination with the logistics department, updating stock files and informing line managers on their status (shortfalls, over-stocking, expiry dates), in order to permanently ensure security stock levels and ensure efficient management of stock.

• Supervising orders of medical and drug material in order to ensure an efficient and appropriate consumption pattern under budget constraints.

• Supervising the supply of drugs to patients, according to medical prescriptions, informing them on consumption patterns and keeping conditions in order to ensure their therapeutic progression
• Ensuring efficient supply to other pharmacies managed/supported by MSF according to orders and stocks and using cold chain when needed. Monitoring and analysing orders of depending pharmacies in order to avoid ruptures of stock or having expired drugs.
• Supervising, with the HR department, the associated processes (sizing, staff shifts, recruitment, training, performance evaluation, development and internal/external communication) of the pharmaceutical team and the nursing staff, in order to ensure both the sizing and the amount of knowledge required and to improve their dispensing capabilities.
• Recording all items received and issued in computer (Isystock) and reporting on drug consumptions and medical equipment dispensed according to protocols, informing on unusual patterns as well as forecasting future needs, in order to rationalise the budget and to ensure availability.
• Assisting in training of nursing staff regarding dispensing of drugs and their side effects.

Context specific accountabilities:
As an integrated project MSF is supporting the district health facilities in case of stock out. Thus MSF medical supply is provided to respetive health facilities through donation. MSF doesn’t dipense drugy directly to patients. As such the pharmacy supervisor:
• Facilitates donation of drugs and medical supplies as per PMR request
• Follow-up the project medical store together with supply supervisor and store keeper
• Takes lead during international/local medical order and reception of supply from coordination
• Monitor the stock cards and together with sorekeep perform monthly inventory.
• Update the PMR and Medcos on stock report using MSF tool.
• Submit department report to PMR on time

Minimum Educational Qualification:
• Desirable Bachelor degree in Pharmacy.
• Essential Diploma in Pharmacy.

Experience:

• Minimum of 1 year certified experience working as Phamacy Manager
• MSF experience desired or previous experience working with NGOs.

Responsibilities: Planning:
• Work with Rafiki-SDO and Fhi360 regional team to develop regional level activities to be included in the EpiC Annual Work plan.
• Liaise with peer educators to map hotspots and develop a directory of all hotspots where beneficiaries are found at the district level
• Conduct weekly review of the list of indexes developed by service providers and ensure all the providers conducting index testing have a useable index list
• With the close support from Rafiki-SDO manager and Fhi-360 Biomedical Technical Officer and selected CHMT members, lead the district team to develop monthly Operational Plans/Route plans and monthly budget
• Proactively participate in the Comprehensive Council Health Plans (CCHP) meetings and ensure EpiC activities are included in the respective CCHP

Coordination and Supervision;
• Liaise with the DMO office to obtain the list of Government and Non-government Nurse Counselors to provide biomedical services at the community level in the respective district
• Organize the training/orientation to selected government and non-government providers to be engaged in EpiC project activities and maintain the list of Service Providers working with EpiC.
• Liaise with DACC and the DMO office to obtain commodities, supplies and government registers for HTS and family planning services
• Supervise the district team and ensure monthly planned activities implemented and all Service Providers are reaching their daily and monthly targets. Provide technical support and mentorship to the team to ensure they meet standard of performance as per the government guidelines and project SOPs
• Work closely with the Biomedical Technical Officer and CHMT members to conduct joint supportive field supervision at the district level and ensure the outcomes of the visits clearly documented and recommendations implemented.
• Jointly work with facility implementing partners at the district level to develop a sound referral network from the community to facility and facility to community to ensure all clients identified at the community level linked to facility and all LTFU clients from the facility are traced and linked back to treatment.
• Liaise with LGA, Implementing Partners and other stakeholders and attend meetings as the representative of EpiC project at the district level.

Reporting:

• Ensure all service providers are properly filling government registers as per the SOPs
• Ensure district service providers are reporting their daily performance through agreed channels.
• Prepare and submit monthly reports to the LGAs and ensure all the filled registers are kept at the facility level
• Participate in biweekly data review meetings with Facility Partners
• Develop monthly, Quarterly and Annual reports

Qualifications and experience:
• Clinical degree (nurse, physician) with 3 to 5 years in provision of community-based biomedical and demand generation services to KVP and AGYW
• Knowledge of health and development programs in Tanzania including familiarity with relevant national guidelines, standards and protocols. Familiarity with the public health sector at regional, district and council level and experience working with these teams.
• Experience implementing HIV/AIDS programs at community level in Tanzania; familiarity and experience with USAID/PEPFAR-funded programs.
• Experience in programs serving KVP and AGYW. Demonstrated cultural sensitivity and sound understanding of the needs of KVP and AGYW.
• Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
• High degree of proficiency in written and spoken English communication.

Working Experience:
