Purpose of the position
• The Youth and Gender Specialist will provide technical direction, oversight, and leadership to create and maximize opportunities to engage youth and gender equity though direct project activities. He/She will support and lead the development and maintenance of a Gender Equality and Women’s Empowerment (GEWE) and social inclusion action plan to recognize the structural disparities and social norms that limit vulnerable populations participation.

• Prior experience designing and implementing gender plans for projects.
• USAID or other donor-funded experience preferred.
• Prior experience working in the integration of gender and youth considerations in conversation and natural resource management projects preferred.

JOB DETAILS:
This is a senior leadership role within Right To Play (RTP), member of the Global Leadership Team (comprised of Country Directors, National Directors and HQ Directors and Executive Team Members) and contributing to global system improvement initiatives. The position is based in Dar es Salaam, Tanzania with field visits, however, some international travel may be required.

Primary Responsibilities:
• Develop the strategic vision and direction of the country program in line with the strategic direction of RTP and the socio-economic and political environment in Tanzania
• Strategically oversee the program portfolio ensuring it is in line with the Tanzania Strategic Plan and delivers quality and impact for children
• Promote a ‘One Right To Play’ approach, demonstrating RTP’s values, culture code and mission at country level
• Provide overall leadership on identifying, mitigating and monitoring programmatic and operational risks
• Ensure high quality program design that is contextually appropriate, strategically aligned, scalable and impactful
• Participate in and informs global initiatives to improve organisational systems and processes
• Oversee the timely submission of quality reporting to HQ, donors and government
• Secure and steward in-country funding opportunities, building relationships with donors in country to increase funding and strengthen RTPs profile and visibility.
• Serve as the main in-country contact for all external stakeholders; develop and maintain links with relevant senior government officials and with country representatives in donors, UN bodies, academia and other international NGOs
• Promote RTP’s organizational identity to all stakeholders and partners while ensuring RTP remains relevant to the changing needs of the most vulnerable people in the country
• Lead the preparation and hosting of strategic donor and RTP HQ visits and workshops
• Represent RTP in strategic meetings, conferences, forums and other public events and contribute towards consolidating and raising the profile of RTP

• Ensure all finance and program staff understand financial and internal control systems and budgets and comply with RTP Finance and grant management policies and procedures
• Oversee annual and project-specific audit processes within the Country Office
• Job Responsibility #5: Security, Safety, Risk Management and Safeguarding (10% of Time)
• Provide overall leadership on safeguarding, ensuring that all RTP team members and partners adhere to RTP’s safeguarding policies as a minimum standard
• Carry out risk, vulnerability and threat assessments as well as physical security assessments of all sites making prioritized recommendations for improvement through the Standard Operational Procedures and contingency plans
• Liaise with local and regional officials, UN, NGO and other agencies regarding security issues in the planning, coordination, promotion of, and support for existing RTP projects
• Ensure safeguarding is integrated into all program and organizational risk assessments and budget and quality mitigation strategies are put in place

The Deputy Representative serves as OIC in absence of the UNFPA Representative; s/he serves on the Country Management Team, with the OM or other senior staff in programme and operations management

You would be responsible for:
• Programme Leadership – Ensures quality development and delivery of integrated technical and programmatic support that meets country needs and achieve the ICPD goals and SDGs:
• Assess and address implications of national trends on UNFPA work in the country;
• Consult with Government, civil society and other relevant stakeholders on national priorities;
• Recommend areas of assistance on the basis of continuous review and analysis of demographic and socio-economic data and national population policies in the context of the formulation, implementation and monitoring of UNFPA supported Country Programme;
• Provide inputs to the RO based on country specificities for the development of the global/regional strategic plan;
• Assess additional resource requirements for the Country Programme;
• Ensure continuous feedback to the RO/SRO on programme, technical and operational policy, regulations, procedures etc. as well as lessons learned and import new modalities or directions in thinking into the country office;
• Develop and manage the Country Programme in line with the strategic plan, liaising with the RO/SRO technical and programme teams;
• Implement UNFPA guidelines, policies, standards, tools and systems at the CO level;
• Oversee and direct technical assistance to partners and stakeholders in the country;

• Maintain a continuous flow of information with government and donors;
• Advocate for organizational goals in population and development, sexual and reproductive health, and gender with national counterparts and within the United Nations system as part of coordinated development activities demonstrating empathy with national perspectives and the capacity to align organizational goals with national priorities;
• Participate in the UN Common Country Assessment and the UN Development Assistance Framework exercises in the country as part of broader UN Reform initiatives; and
• Participate in the sector-wide approach (SWAP) activities in the health sector as appropriate.
• Resources Management – Ensures the efficient and effective delivery of day-to-day management support to country operations:
• Support the UNFPA Representative in overall accountability for the management and work of the Country Office;
• Participate in the formulation of the annual work plans and monitor their day-to-day implementation through consultations, correspondence and field visits;
• Propose and secure annual allocations for the country programme, and ensure the efficient and effective use of such resources in compliance with UNFPA financial rules, regulations, and procedures;
• Assist in the formulation and implementation of a resource mobilization strategy for the country, and mobilize, in coordination with IERD and the RO, additional financial resources for the country;
• Support the Representative in the management of human and financial resources, with particular attention to ensuring systems of accountability as per UNFPA policies, rule and procedures;

Qualifications and Experience:
• Master’s degree/ Advanced university degree in Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management or another related field.
• Knowledge and Experience:
• At least 10 years of increasingly responsible professional experience in the field of development and population activities, including programme designing, appraising and management,
• Experience in humanitarian area is an asset
• Demonstrated ability to refine programme design to ensure alignment of organizational programme objectives to national priorities/capacities.
• Proven ability to lead and manage teams to achieve demonstrable results.

Function
The Signature Program Technical Lead – East Africa will be responsible for setting and ensuring embedding quality standards, promote learning, increase efficiency and act as liaison between relevant HQ departments, Region and country offices. S/he will play an advisory role on technical market systems data that inform decisions on value chains and further drive deliberate co-design relationships for effective singnature programming. S/he will be accountable for supporting the countries in the effective roll-out out and implementation of Signature Programs in the countries, as well as in the areas of investment and initiatives to catalyze Signature Programs. S/he will provide technical advice and support to a range of Signature Program design and implementation issues in the area of Program Quality, in line with Heifer International’s project management principles and standards, donor guidelines and industry best practice. The Signature Program Technical Lead will report to the Signature Program Director – Africa.

The role may be located in any of the following countries; Ethiopia, Kenya, Tanzania Uganda, or Rwanda.

RESPONSIBILITIES AND DELIVERABLES
A. Program Quality Initiatives (45%)

• Advise countries on Market Systems, Access to Finance, Corperatives & Off-takers capacity/capability building and Value Chain analysis to inform co-design relationships for in-country signature programming.
• Contribute to the development and implementation of strategies, standards, tools and best practice in Program Quality, that effectively engage partners, donors, and governments.
• Provide technical advise to Country Program teams, remotely and on-site, in strategic planning and how best to apply standards, best practice, partnership principles, processes and tools, to ensure high-quality implementation of signature programs.
• In consultation with Country Directors and Country Signature Program Technical Leads, creatively design initiatives that uphold and improve program quality, innovation and learning on signature programs.
• Provide technical process advisory for the preparation, design, submission and approval of project concepts and full-fledged proposals. Act as a second line of defence for in-country technical writing on proposal development, advise project teams on integrating donor strategies, priorities and technical requirements into Heifer’s approach.
• Roll out capacity strengthening initiatives in Program Quality for staff and partners, develop learning and training strategies and agenda, conducting trainings and workshops.
• Collect and analyze program data, capture and share lessons learnt and best practice for specific projects, to facilitate improvement in decisions.
• Enable strong relationships with donors, peer organizations, research and other institutions, towards enhancing Program Quality.
• Monitor and provide feedback on Program Quality through regular team meetings, field visits and regular communication.

B. Partnerships and Capacity Improvement (30%)
• Ensure adherence to set compliance standards within Heifer and donor program and project guidelines and standards, including transparency, policy compliance, accountability, communication with HQ, donors and external constituencies.
• Enable new partnerships and nurture existing ones.
• Develop and adopt standardized approaches, practices, tools and measurements in partnership and capacity strengthening.
• Support relevant country program, Regional and HQ staff in the development of comprehensive plans and materials, for the development and implementation of capacity strengthening strategies in the Signature Program area.
• On a delegated authority, ensure country programs monitor and evaluate partnership and capacity strengthening activities and initiatives.
• Identify and ensure the creation of strong inter-organizational networks and efforts to strengthen the capacities of local partners.
• Represent Heifer Africa in external professional fora and with donor agencies in support of resource acquisition for capacity building.

C. Strengthen Core Global Operating System (20%)
• Provide support to country offices to ensure compliance with Heifer International policies and procedures and other accountability standards through trainings, event participation and field visits.
• Liaise with departments at HQ on behalf of the country programs and the Africa Regional Program, with regard to Signature Programs.
• Ensure Signature Program proposals and concept notes are entered into HQ tracking systems, to avoid delay in activation.
• Support the adequate development, implementation, evaluation and systematization of signature programs implemented by country programs.
• Review signature program and field office monitoring and evaluation reports and make recommendations.
• Maintain Signature Program files and documents.

D. Any Other Assigned Function (5%)

Minimum Requirements
• Bachelor’s degree plus ten (10) to fifteen (15) years’ job-related experience.

Preferred Requirements
• Master’s degree preferred.
• At least seven (7) years in technical signature programming leadership.
• At At least five (5) years in management.

Most Critical Proficiencies
• Knowledge of strategic planning, program and project development and implementation processes (including planning, monitoring and evaluation).
• Knowledge and work experience in agriculture and community development in a developing country context (market systems, value chains, access to market, access to finance, etc).
