Job Description
The International Rescue Committee responds to the world’s worst humanitarian crises and helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover and gain control of their future.
We have been present in Tanzania since 1993 when we responded to an influx of refugees from Rwanda, Burundi and the Democratic Republic of Congo. Since the initial influx, we have continued to tirelessly serve the needs of both refugees and host communities in the country. In 2020, we reached 250,000 people across three refugee camps and the Tanzanian population.
Scope of Work
This position will be placed within the IRC Tanzania Grants Unit. The IRC Tanzania Grants Unit acts as the formal coordination point between IRC departments, including programs, operations, finance, and global headquarters. Within this Grant Unit, the Grants and communications officer will primarily support the IRC Tanzania Grants Unit with the management of the Tanzania portfolio and generally, support the Grants team with program cycle management including leading standard grant specific meetings, reporting, and budget monitoring, as well as, implementing partner communications.
Organization, flexibility, and initiative are all key attributes to this position as it often involves independently solving unique issues as they occur while managing competing deadlines. .

Through our work across health, education, and protection, we focused on:
• Ensuring that women and girls have access to quality reproductive healthcare;
• Working with leaders of refugee communities, religious and community leaders in the host community and the government to prevent violence against women and bolster women’s empowerment; and providing medical referral, counseling, legal and support to survivors;
• Ensuring that children affected by displacement and crisis have access to safe and quality education;
• Improving critical school and health infrastructure in the refugee camps and the host community;
• Providing youth – particularly girls – with social and recreational activities as well as life skills training;
• Working with local partners to ensure inclusion of persons with disabilities in the camp and the host community; and
• Supporting the regional Ministry of Health with a range of health interventions, including disease outbreak, reproductive and mental health services.

Key Areas of Accountability:
• When requested, support grants team with the coordination and drafting of Concept notes, proposals, annexes, modification requests and other documents that supports timely submission of calls for proposal.
• Develops timelines for calls for proposals as requested during proposal development process and supports in creating OTIS opportunities including ensuring this are reviewed / approved by HQ and CP leadership, and are in the right phases during the life of the award.
• Support the DGC in the preparation of timely and quality programme, donor, and government reports on project activities in compliance with Donor, statutory and internal IRC requirements.
• Maintain and update the grants tracking schedule ensuring all upcoming reports are tracked and communicated to the Country team and HQ/Regional staff to ensure timely reporting.
• Support coordination of program cycle meetings to ensure close implementation and financial oversight and identify challenges, delays, or deviations from the project plan. Assist in tracking various grants budgets versus expenditures (BVA) and commitments in line with approved spending plans and the work plan for both IRC and partners and flag any variances and discrepancies to relevant parties. This includes supporting the grants team in facilitation of regular monthly BvA review meetings, taking clear action points / minutes, circulate to relevant staff and close follow-ups of action points.
• Support the IRC program teams and partners in preparing and reviewing spending plans and work plans as per the grants calendar.
• Support with report writing capacity building initiatives to program staff at the field level, as requested by the GC or DGC.
• Support the grants team in the realization of IRC Partnership Excellence for Equality and Results System efforts with guidance from the DGC. This includes regular checks on existing partners monitoring schedules to support with capacity building initiatives as well as general monitoring of compliance issues.
• Support in ensuring that the grants folder is upto date with information related to each (T1) grants both Box and online grant files (OTIS), reporting calendars (GTS).
• Support the grants team in coordination and consolidation of the Management Monthly report (MMR).
• With directions from the DGC, work with the program staff and Support the teams in highlighting and documenting success stories in reports and factsheets.
• Any other duties as assigned by the management team.
