Following the Malawi WPV outbreak reported in February 2022, The Government of Tanzania with support from GPEI, UNICEF and WHO completed two rounds of targeted and national polio immunization campaigns with 112% and 116% coverage respectively.

The first round of the campaign was conducted in 4 districts bordering Malawi (Ruvuma, Mbeya, Njombe and Songwe) while the second round targeted both mainland and Zanzibar. As the country prepares for the third round of the immunization campaign, it is vital that community engagement is strengthened, and social listening is scaled up to ensure refusals are effectively addressed.

Furthermore, according to the LQAs data, a low coverage rate has been reported for Ugunja with only 48% being aware of the campaign, 54% aware of the campaign dates, and only 56 % were ready to vaccinate their children.
The consultant is, hence, required to provide direct social and behavior change technical support to low-performing districts to ensure uptake of polio vaccination in the upcoming rounds.

How can you make a difference?
Under the direct supervision of the C4D Specialist, Office of the Deputy Representative, the contractor will:
1. Provide technical support to MOH in the planning and implementation of the national SBC plan for polio response as per global guidelines and SOPs in consultation with key stakeholders
2. Strengthen subnational SBC capacity in Zanzibar with a special focus on Ugunja to engage in polio response in line with GEPI response plan guideline
3. Support the capacity building of sub-national actors in the establishment of social listening platforms to manage misinformation

Working closely with national SBC staff based in Zanzibar and UNICEF Tanzania SBC team:
1. Support assessment of communication platforms and networks at subnational level/province /district in Zanzibar
2. Support review, pre-testing and dissemination of IEC products tailored for various target populations/ audiences, based on systematic assessment of community's knowledge, practices and behaviors and ensure that an effective distribution plan is in place.
3. Facilitate ACSM micro-planning in targeted and low performing provinces/districts and provinces working closely with MoH and key stakeholders.
4. Support coordination of ongoing implementation of ACSM activities sub-national levels 5. Providing technical support in conducting community engagement, social mobilization and advocacy activities to support the planned SIA rounds in line with the Polio response plan.
6. Facilitate health promotion and other relevant staff in line with the UNICEF SBC global training
standards, especially in the area of misinformation management.
7. Ensure monitoring and reporting of ACSM activities are carried out in line with the M&E standards
and systems and use of social data, including a focus on reporting on missed children and refusal
children recorded during the campaign, document human interest stories and good practices.

PAYMENT SCHEDULE.
Payments will be made upon submission and acceptance of the specified deliverables in the table above under section

TASKS, DELIVERABLE AND TIME FRAME
UNICEF reserves the right to withhold all or portion of payment if performance is unsatisfactory, if work/output is incomplete, not delivered or for failure to meet deadlines.


MEDICAL EVACUATION COVERAGE.
The consultant will be required to submit the proof of medical/Health Insurance with medical evacuation coverage.

LOCATION AND DURATION OF THE CONSULTANCY
This consultancy covers a period of 128 days and It is based in Zanzibar.

REPORTING REQUIREMENT
The consultant will directly report to the SBC Specialist. The reports and deliverables will be jointly reviewed by UNICEF, Ministry of Health-HPS and SBC Specialist in UNICEF

To qualify as an advocate for every child you will have...
The consultant is expected to meet a minimum of the following qualifications:

i. At least 10 years' relevant experience and product knowledge on social behaviors change, social mobilization, risk communication and community engagement.
ii. Knowledge and understanding of the principles of communication for development, knowledge, and experience with collecting data and designing evidence based C4D strategies, as well as risk communication and communication engagement are essential
iii. Proven experience in Public Health Emergencies and Risk Communication interventions planning and coordination in developing country context; and the experience in Tanzania would be as asset.
iv. Strong communication skills in English and Kiswahili spoken and written
v. Proven ability to work effectively in cross-cultural and multi-cultural settings and teams, and to deliver high-quality results within expected time frames.
vi. Fluency in written and spoken English and Swahili.

Evaluation Process and methods Proposals will be both technically and financially evaluated. The technical part will carry a weight of 75%, in which the consultant will put clear his/her technical approach to ensure quality attainment of each deliverable and the consultancy in totality. The financial part will carry 25% showing proposed budget breakdown of consultancy cost for each deliverable and eventual total consultancy cost. This will make a total of 100%.

Project Management The consultant will be responsible for his/her travel costs while implementing the project.
Policies both parties should be aware of.

• Under the consultancy agreements, a month is defined as 21 working days, and fees are prorated
accordingly. Consultants are not paid for weekends or public holidays.
• Consultants are not entitled to payment of overtime. All remuneration must be within the contract
agreement.
• No contract may commence unless the contract is signed by both UNICEF and the consultant or
Contractor will not have supervisory responsibilities or authority on UNICEF budget.
• Consultant will be required to sign the Health statement for consultants/Individual contractor
prior to taking up the assignment, and to document that they have appropriate health insurance,
including Medical Evacuation
