JOB DETAILS:
Overall purpose of the role:
The GBVIMS Officer will primarily be responsible for ensuring GBV program data and other protection data is accurately and ethically collected, stored, analyzed & shared in strict adherence to the DRC data protection policy and guidelines. The holder of this position will be responsible for data collection, data entry, data analysis and reporting aspects of the DRC program activities to inform better program interventions. The incumbent will work closely with the GBV caseworkers and officers to make sure data is always updated and accurate.

Responsibilities and tasks
• Provide support in ensuring that targets are met under DRC’s agreement with donors, in order to be accountable to the stated goals of the programme.
• Providing technical inputs to the programme throughout project cycle in relation to GBV Information Management.
• Participate in designing of various M & E tools in close cooperation with MEAL team.
• Design and Manage database for entering data collected by GBV Protection Team.
• Manage the Gender Based Violence Information Management System (GBVIMS) by ensuring accurate data entry into the incident recorder, clean up, storage and system maintenance including troubleshooting.
• Design and Manage database for entering data collected by GBV Protection Team.
• Ensure accurate data entry of new information into the beneficiary database and regularly update, maintain database system records.
• Strengthen and maintain networks with other Protection partners in DRC by attending GBV cluster and coordination meetings to help analyze GBV trends, findings and best practices.
• Ensure timely sharing of GBVIMS line data on a monthly basis to the Protection Coordinator and relevant focal point for consolidation.
• Ensure all GBV data (GBV survivors’ data, NFI distribution data, persons reached in various activities) is AGD (Age, Gender and Diversity) disaggregated, entered into the GBVIMS/beneficiary data base and safely stored;
• Assist the GBV team and the rest of the protection teams in creating awareness on GBV in DRC by participating and documenting campaigns, referrals and focus group discussions.
• Support in conducting assessments and community visits as needed, facilitate focus groups and other qualitative data collection exercises.
• Conducting data analysis and providing inputs, information and statistics for monthly, quarterly, annual and other reports for GBV program.
• Participate in the baseline, mid-term and end of term evaluations of program activities in accordance with DRC frameworks.
• Conduct community visits, focus group discussions with beneficiaries and non-beneficiaries to receive feedback on project activities.
• Maintain the complaints and feedback received and ensure a timely and appropriate follow-up or referral if needed.
• Assist in compiling and submitting regular program reports to the GBV coordinator, protection manager and CO MEAL team.
• Assist in preparing relevant reports as needed.
• Take over any other task designated by the Protection Manager, Protection Coordinator, or GBV Team Leader to ensure proper functioning of the Protection Program.
• Ensure DRC’s accountability commitments are mainstreamed into all protection activities.
• Any other tasks required by his/her supervisors in the limit of his/her expertise.

Experience and technical competencies:
• Minimum of 2 years’ experience in an entry to mid-level position, with experience in the field of GBV, Monitoring & Evaluation and Data Management in a humanitarian response working with refugees for an international NGO, UN agency or relevant ministry or local authority.
• Experience in conducting protection monitoring and assessments, in developing and strengthening service mapping and referral pathways.
• Previous experience with electronic or mobile data collection software like KOBO Toolbox/Open Data Kit (ODK).
• Knowledge and experience in data management (i.e. data processing, analysis, presentation and reporting).
• Knowledge and experience in data processing by using statistical software like SPSS, STATA, Power BI or Microsoft Excel.
• Technical understanding of core protection concepts, prevention and response strategies in line with best practices.
• Experience working in protection in an integrated manner with other humanitarian sectors of intervention.
• Experience working with displaced or conflict affected populations.
• Strong planning, organizational and problem-solving skills with the ability to work both independently and within a team.
• Integrity, strong work ethic, and ability to consistently meet deadlines under pressure.
• Strong interpersonal skills and commitment to learning and implementing organizational policies and procedures.
• Full proficiency in Microsoft Office, including Word and Excel, as well as demonstrated experience in advanced data analysis or capacity to learn appropriate software.

Education:

• University degree in Statistics/Information management Sciences, Social Sciences, or another relevant field from a recognized institution
