Job Overview:
Under the direct supervision of the Senior Compliance and Safeguarding Manager, the Safeguarding Officer is responsible for taking Safeguarding into account in the implementation of the Tanzania Country Program to ensure that staff well-being and safer services to clients are the mission priorities.

Major Responsibilities
Prevention: Create a safe and compliant environment
• Identify and address the training needs of staff including incentive staff and stakeholders in humanitarian response about keeping children safe and protecting adults at risk.
• Promoting a strong understanding of IRC values and a culture of integrity working with others to support training and communications on IRC’s Code of Conduct (IRC Way) and safeguarding.
• Coordinate safeguarding capacity building and mobilizing project staff, partners, volunteers, and other stakeholders to undergo annual training in Child safeguarding through formal and informal refresher sessions.
• Assist in organizing and facilitating safeguarding induction for newly recruited project staff, volunteers, beneficiaries, stakeholders, partners, and service providers.
• Facilitate translation of safeguarding IEC materials to local dialects and lead in procurement and dissemination of all IEC materials produced.
• Ensure that IRC staff, incentive workers, and partners know the IRC’s safeguarding standards and reporting mechanisms.
• Raise awareness among IRC clients, staff, and partners about IRC’s Safeguarding policies.
• Provide field coaching for project staff to ensure that Safeguarding is considered in interventions.
• Design and review the support tools for the implementation of the project and make them sensitive to Safeguarding in collaboration with the Safeguarding and Compliance Senior Manager.
• Support Safeguarding risk analysis for the project and identification of related mitigation measures.
• Support the operation of complaints management mechanisms according to IRC procedures in collaboration with the Compliance and Safeguarding Senior Manager and MEAL Departments.
• Produce periodic activity reports and activities related to Safeguarding.
• Support the Compliance and Safeguarding Senior Manager in the design of tools and other working documents.
• Strengthen your knowledge of Safeguarding and protection.
• Support on special projects and other tasks as assigned by your line manager.
• Support efforts to strengthen the capacity of implementing partners to deliver safe and inclusive programs.

Response to Allegations
• Promote a culture of reporting ethics and compliance concerns, providing appropriate feedback to staff, partners, and complainants, and working closely together to ensure support and follow-up.
• Be an entry point for staff and clients to receive the right information and options on reporting channels and services for survivors.
• Support the IRC Protection team as requested to establish and disseminate information on basic referral and response pathways for survivors of violence, exploitation, and abuse
Safeguarding culture
• With support from the Compliance and Safeguarding Senior Manager, support the uptake and integration of IRC Safeguarding Minimum Standards in the work of all IRC offices and programs. This includes facilitating collaborative work and dialogue with the IRC program and operations teams on standards related to the establishment of safe, accessible reporting mechanisms; response services for survivors/victims; and risk mitigation within programming.
• Contribute to the collection of Success Stories on Safeguarding interventions while ensuring compliance with procedures (particularly free and informed consent, security guidelines, etc.)
• Participate in country forums, conferences, and clusters focusing on safeguarding to develop and maintain effective working relationships with all stakeholders – including community leaders, international and local NGOs, UN agencies, community-based organizations.
• Collaborate with the Regional Safeguarding Advisor for Central Africa to promote and track progress on the Safeguarding Minimum Standards for IRC Tanzania.
• Support internal meetings (meetings of Safeguarding Leaders) and external meetings (humanitarian coordination mechanisms including the PSEA network) related to Safeguarding.
• Work closely with the People and Culture department to support all initiatives for staff well-being and support GEDI teams for equality and inclusion in programs.

Qualifications
• A degree in a relevant discipline-, Social science studies, legal, HR, Education, or any other related field or demonstrable equivalent work experience.

Education: Bachelor’s degree in legal, HR, social science studies, Education, social work, or any other related.
Work Experience: Minimum 2 years’ experience working in this function. Experience in the NGO/humanitarian sector is desirable.

Demonstrated Skills and Competencies
• Previous experience in conducting training/capacity building.
• Direct or indirect experience of child protection practice and the Convention on the Rights of the Child.
• Knowledge of the UN Convention on the Rights of the Child, the Tanzania Child Act, and Child protection policies.
• Good communication and report-writing skills are essential.
• Excellent interpersonal skills with a demonstrated ability to develop positive relationships with team members.
• Ability to handle sensitive situations diplomatically and confidentially.
• Decision-making skills on complex issues whenever required.
• Commitment to upholding and modeling IRC’s core values (the IRC Way), demonstrating high standards of ethics and integrity.
• Excellent interpersonal skills with a demonstrated ability to develop positive relationships with local and remote team members at multiple organizational levels. Experience in working collaboratively and/or advocating with other sectors and teams.
• Knowledgeable in risk management- identification, assessment, analysis, and management of the risks.
• Ability to travel to other IRC field sites and field project sites to promote ethics and compliance awareness.
• Computer skills are required – MS Office package and Internet.
• Self-motivated, highly responsible, punctual, flexible, culturally sensitive. Ability to work both independently and as part of a team.
