How can you make a difference?

The purpose of this assignment is to develop a strategy that will guide the government in engaging with private sector entities to enhance the delivery of education services in Tanzania. The strategy should outline the key principles, objectives, mechanisms, and implementation plan for PPPs in the education sector.

Scope of Work:
The consultant will be responsible for the following tasks:

1. Conduct a thorough review of the existing education system in Tanzania, including policies, regulations, and institutional arrangements.

2. Identify and analyze international best practices and successful case studies of PPPs in the education sector.

3. Assess the current capacity and readiness of the education sector in Tanzania to engage in PPPs.

4. Consult with relevant stakeholders, including government officials, education providers, private sector entities, and civil society organizations.

5. Develop a comprehensive strategy for PPPs in the education sector, including clear objectives, principles, and approaches.

6. Identify potential areas for PPPs in the education sector, such as infrastructure development, teacher training, curriculum development, and technology integration.

7. Develop a detailed implementation plan, including timelines, resource requirements, and monitoring and evaluation mechanisms.

8. Provide recommendations for capacity building and institutional strengthening to support the implementation of PPPs in the education sector.

PAYMENT SCHEDULE.
UNICEF reserves the right to withhold all or portions of payment if performance is unsatisfactory, if work/output is incomplete, not delivered or for failure to meet deadlines.

ASSESSMENT / SELECTION PROCESS AND METHODS.
Evaluations: The applicant should submit financial proposals which clearly stipulate how the work will be conducted. The Financial Proposal should include all costs of this assignment including fee, travel costs, accommodation as UNICEF will not pay any DSA.

Proposals will be both technically and financially evaluated. The technical part will carry a weight of 75%. The financial part will take 25% showing the proposed budget breakdown of consultancy cost for each deliverable (fees, travel and accommodation) and eventual total consultancy cost.

LOCATION, DURATION & LOGISTIC
The consultant will be required to travel 4 trips to Dodoma. The contract is expected to start from 1st May 2024 to 31st October 2024.

To qualify as an advocate for every child you will have…
• Advanced university degree (master’s degree) in Social Sciences or related area.

Experience
• Demonstrated expertise in the field of Private Public Partnership in education sector or other social sectors.
• Strong knowledge of the PPP space and understanding of the education sector in Tanzania, including policies, regulations, and institutional arrangements.
• Proven experience in developing strategies in PPP, analysis and research in partnership and developing actionable strategic directions for actions.
• Excellent communication and facilitation skills.
• Experience in working with government agencies, private sector entities, and civil society organizations.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual

Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
