BACKGROUND
WHO has made a commitment to mainstream gender, equity, and human rights into healthcare programmes and policies on national and regional platforms by looking at underlying determinants of health as part of a comprehensive approach to health and human rights. WHO has actively been strengthening its role in providing technical, intellectual and political leadership on the right to health including, strengthening the capacity of WHO and its Member States to integrate a human rights-based approach to health, advancing the right to health in international law and international development processes, advocating for health-related human rights and the right to health.
Addressing the needs and rights of individuals at different stages across the life course requires taking a comprehensive approach within the broader context of promoting human rights, gender equality and equity.
As such, WHO promotes a concise and unifying framework that builds on existing approaches in gender, equity, and human rights to generate more accurate and robust solutions to health inequities. The integrated nature of the framework is an opportunity to build on foundational strengths and complementarities between these approaches enabling a cohesive and efficient approach to promoting health and well-being for all. While these approaches are still evolving in the organization, the knowledge and capacity to apply the WHO country support package is limited.
It is against this background that the WHO Tanzania Country Office seeks to engage a national consultant to support development of its gender, equity and human rights action plan, including guiding integration of gender-responsive and sustainable approaches in its programmes and the Country Cooperation Strategy.

OBJECTIVES
The overall objective of this assignment is to support the WHO Country Office to develop its gender, equity and human rights action plan, including facilitating integration of gender-responsive and sustainable approaches in its programmes and the Country Cooperation Strategy (CCS) 2021-2025 (CCS).

SCOPE & EXPECTED RESULTS
Key deliverables of the consultancy will be to:
• Prepare GER Action Plan for the Country Office
• Incorporate actions on equity, gender, human rights and social determinants in the new Country Cooperation Strategy
• Advise on structures and processes that will promote effective mainstreaming of gender in programmes and operations and in the work of the WHO Tanzania Country Office
• Build capacity of key staff to identify and use appropriate tools (e.g. on health inequality monitoring, gender analysis, barrier assessments, human rights-based assessments) for identifying the subpopulations being left behind in the SDG health-related targets
• Contribute to improving staff members appreciation, understanding, awareness and capacities to integrate gender in all aspects of their work.

MANAGEMENT PLAN
The consultant will work closely with the WHO GER team based at RO and HQ and at the country level, and work under direct supervision of the National Professional Officer-Violence and Injury Prevention. The consultant will also consult widely with WHO Tanzania and other partners working on Gender Equality.

TIME FRAME
The assignment must be completed within two (2) months from the date of commissioning.

Key Competencies and Experience Required
Education:
Advanced University Degree (minimum master’s degree in gender studies, public health, development studies, political science, law or other related fields).

Experience:
• Seven years of experience in programme management of gender equality, gender mainstreaming or women empowerment policies/projects/programmes; knowledge of gender equality at the institutional level.
• At least five years of experience in planning, design, preparation and delivery of gender equality strategies, preferably for UN Agencies.
• Experience with UN Agencies and/or strong understanding of UN system, frameworks and structures, particularly those related to gender equality and women’s empowerment, both in programme and operations.
• Previous and demonstrable evidence of report writing and documents development
• Excellent verbal and proven written communication skills in English

Desirable: Availability to work full time on the assignment during the duration of this consultancy
