Job Description

Background/IRC Summary:
Founded in 1933 at the request of Albert Einstein, the International Rescue Committee (IRC) responds to serious humanitarian crises around the world and helps victims to survive and rebuild their lives.

For over half a century, Tanzania has been a country of asylum, hosting one of the largest refugee populations in Africa. Currently, the country hosts approximately 287,903 Burundian and Congolese refugees, many of whom arrived in 2015 as the crisis in Burundi increased. To date, refugees continue to co-exist with the host communities in Kigoma region expressing multiple reasons and needs. Within this context, IRC provides protection and basic assistance in the areas of Safety (comprises of Protection and Rule of Law, Women Protection and Empowerment, and Child Protection), Health (mental health and psychosocial support services and reproductive health), and Education.

Job Overview:
The Community Health Officer, with support from the Health Manager, will support the implementation of the IRC’s health programs in Nduta, to ensure the delivery of high-quality primary healthcare services at the community level. (S)He will support the day-to-day programmatic and operational aspects of the program.

To ensure IRC health programs are implemented to a high technical quality, in line with international standards and best practices, and on track to meet grant requirements.

Major Responsibilities
Program Management
• Under the supervision of the Health Manager, technically and administratively managing the community health worker teams.
• Responsible for overall planning, implementation of community level activities, coordination within program and with relevant stakeholders at community level and other NGOs working in the area on community mobilization activities with particular focus on health.
• Lead and support community health workers in their fields and provide regular monitoring visits and on-the-job technical assistance.
• Ensure that all community health workers related activities, indicators and objectives are successfully met within the project timeframe and budget.
• Act as a liaison between the community health workers and health facility staff in primary health care facilities, ensuring successful linkages are established.
Staff Supervision & Development
• Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
• Directly supervise community health workers.
• Identify training needs for community health workers, and support organization and facilitation of training to meet those needs, in collaboration with the Health Program Manager.
Monitoring and Evaluation
• Collection and review the community health worker reports on a weekly basis, compilation of reports and submission to the Data Officer.
• Regularly analyze data in conjunction with the Health Manager to track community health trends and develop appropriate responses.

Other Duties
• Consistently and proactively monitor/assess the safety and security of field teams, promptly reporting concerns or incidents to IRC management and liaising with other external parties as required to maintain/enhance the security environment.
• Other duties as assigned by the supervisor are to enable and develop IRC programs.

Qualifications
• A bachelor’s degree or Diploma in Public Health, Community Health, Health Administration, or a related field is commonly required for this position.
• Minimum of 4 years of experience in Health Community development related assignments in humanitarian/development contexts.

Demonstrated Skills and Competencies
• Strong organizational skills to manage multiple tasks, prioritize activities, and ensure efficient program delivery.
• Excellent coordination skills to facilitate collaboration with relevant stakeholders, including other NGOs and health facility staff.
• Strong interpersonal skills to establish rapport with community health workers.
• Experience in analyzing data to track community health trends.
• Experience in directly supervising community health workers.
• Demonstrated ability to effectively manage community health worker teams,

Language/Travel: Good written and spoken English and Swahili is required while some knowledge of Kirundi and French will be an added advantage.

Working Environment: Security level yellow – The situation in most of the country is calm. Some parts of Kigoma region experience insecurity-highway banditry.
