Job Description

Position: Health Safety & Security (HSS) Technical Assistant
Grade: 4
Reports to: Area Manager
Supervision of: NRC-contracted guards
Duty station: Kibondo
Travel: 50% within the areas of operation
Project number: TZFM2401
Duration and type of contract: 1-year, renewable.

RESPONSIBILITIES
Role and responsibilities
The purpose of the assistant position is to assist in the day-to-day implementation of the support functions responsibilities. Use actions words such as conduct or assist for the position relevant responsibilities.

Generic responsibilities (max 10)
These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work- and Professional Development Plan.
1. Adhere to NRC policies, tools, handbooks and guidelines.
2. Assist with implementation of the HSS function, as per the Area Manager’s and RO HSS staff’s guidance.
3. Prepare and develop HSS status reports as required by management.
4. Ensure proper filing of HSS documents in the Tanzania Filing Tree (HSS Folders).
5. Promote and share ideas for improvement of the support function.

Specific responsibilities
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.
• Supporting in the development, and regular updating of all HSS and related documents /templates.
• Ensure proper implementation of the HSS policies, procedures, processes and guidelines including evacuation, security audit, drills etc.
• Support or work with the RO staff or others in conducting SRA in new locations
• Carry out or update NRC MOISS assessments for NRC Kibondo compounds and premises – ensuring NRC MOISS requirements such as fire extinguishers and first aid kits are in place and identified gaps addressed.
• Deliver HSS awareness sessions to staff, as guided by Area Manager and RO HSS staff.
• Work with and support RO HSS staff in conducting the mandatory security trainings like HEIST.
• Prepare HSS situation reports to the CO, using the required templates as guided by RO HSS staff.
• Conducting security and safety assessments on roads and hotels frequently used by NRC and seek formal approval for the use.
• Be part of the CMT and organise trainings for the members through RO and HO capacities and support.

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
• Area Manager
• AMT members
• Country Director – Kenya & Tanzania
• Regional Head of HSS
• Regional HSS Advisor

Scale and scope of position
Staff: None

Stakeholders: UNDSS, Kibondo authorities, Police, key NGOs operating in the area.
Budgets: No budget-holding responsibility. Position contributes to budget planning for Kibondo.
Information: MRF App monthly updates.
Legal or compliance: None.

QUALIFICATIONS
Competencies
Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

These are skills, knowledge and experience that are important for effective performance.
Generic professional competencies:
• Experience from working as a Support Function Officer/Assistant in a humanitarian/recovery context.
• Previous experience from working in complex and volatile contexts.
• Documented results related to the position’s responsibilities.
• Some knowledge of English.
Context/ Specific skills, knowledge and experience:
• Contextual knowledge and experience of the Kigoma in general and Kibondo and Kasulu Distrcts areas of operation.
• Report writing skills in English.
• Good Communication skills both in English and Kiswahili
2. Behavioural competencies (max 6)
