The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, the UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality are translated into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts while building effective partnerships with civil society and other relevant actors.The United Republic of Tanzania, while fostering its efforts in sustaining in-country peace and stability, has been contributing substantially to regional and international peace and security. Tanzania has historically hosted hundreds of thousands of refugees and still does so currently. It also contributes substantially to UN and African Union conflict resolutions, peace negotiations and peacekeeping operations. As of March 2022, Tanzania is providing about 1,479 peacekeepers out of which 124 are women to five UN Peacekeeping missions. Tanzania is also a member of the International Conference of the Great Lakes Region (ICGLR), established to bring peace and stability to the Great Lakes region.Tanzania’s positive policy environment on the implementation of national GEWE priorities provides a strong foundation for the development of National Action Plan on Women Peace and Security in Tanzania (TNAP WPS). The development of URT’s first NAP1325, is led by the Ministries of Community Development Gender Women and Special Groups (MCDGWSG) in Mainland and the Ministry of Community Development Elderly Gender and Children (MCDEGC) in Zanzibar, with the technical support from the Mwalimu Nyerere Foundation (MNF) and UN Women.With the adoption of UNSCR 1325 on Women, Peace, and Security in 2000, many lessons have been learned to foster good practices on National Action Plans (NAP) development and implementation. Two of those relate to the development of a comprehensive M&E Framework and NAP Costing to ensure effective monitoring of implementation and adequate and available resources for implementation.As the Women, Peace and Security National Taskforce will be entering the drafting phase, it is important to ensure that it is done alongside the development of a comprehensive M&E Framework and NAP Costing.Duties And ResponsibilitiesThe overall objective of this assignment is to support the development of a comprehensive Monitoring and Evaluation Framework and Costing of Tanzania National Action Plan on WPS aligned to national frameworks and plans.Specifically, The Assignment Aims To
• Familiarize with, analyze, and generate knowledge information on M&E Frameworks and budget plans from other countries’ successful TNAP 1325, and understand lessons learned through those.
• To analyze and generate knowledge information on government budgeting and possible alignment with the TNAP 1325.
• Facilitate an orientation/training for the Women, Peace and Security National Taskforce and the M&E and Costing drafting teams for the TNAP 1325 on the development of SMART results focused on the TNAP 1325 with an integrated M&E framework, as well as budget plans.
• Develop required quantitative and qualitative tools and templates to develop the M&E Framework and Costing Matrix, for data collection (including guidance for data quality assurance and validation) to be used by parties responsible for the implementation of the TNAP 1325.
• Ensure that baselines and targets are established and realistic and means of verification identified. Indicators are to be aligned to those in the AU Continental Monitoring Framework for WPS.
• Support the M&E and Costing drafting teams to draft a result-based logical framework which will include clear indicators, targets, baseline, responsible institutions, as well as an estimated budget for the planned activities of the TNAP 1325.
• Participate and provide technical support to the validation meeting for the TNAP 1325 M&E Framework and Costing.
The consultant is expected to achieve the above-mentioned objectives by working very closely with the Women, Peace and Security National Taskforce and leading Ministries, consulting other stakeholders to prepare substantive background information, and develop relevant templates and training materials, bringing in lessons learned from other stakeholders and countries. The detailed methodology for this assignment will have to be provided in the inception report.He/She will be supported with technical guidance by UN Women during the entire process and is expected to work using his/her own computer. The consultant will be provided with background materials relevant to the assignment and will also be introduced to relevant stakeholders to facilitate access to information and relevant participants.Under The Overall Guidance Of The Women, Peace And Security National Taskforce And The Leading Ministries Of Community Development Gender Women And Special Groups (MCDGWSG) In Mainland And The Ministry Of Community Development Elderly Gender And Children (MCDEGC) In Zanzibar, The Consultant Will Be Supervised By The UN Women Senior Advisor Policy And Strategic Planning, With The Day-to-day Supervision Of Tasks Done By The Women, Peace And Security Analyst To Deliver The Following Activity Days Allocated Deliverable Timeline Responsible Payment

Required Skills And Experience
• Master’s degree in international relations, peace and conflict studies, gender, political science or other related social sciences fields.
• At least seven years of experience in supporting governments in East and Southern Africa on the development of NAP 1325, with strong M&E Frameworks and costing schemes.
• Familiarity of continental (AU) and regional (SADC and EAC) strategies and action plans on women, peace, and security and ability to translate to national context.
• Excellent knowledge of women, peace and security, violence against women, women’s leadership, and/or gender and the political economy in the East and Southern African context.
• Previous experience working with UN agencies is an asset.
• Excellent Knowledge of Monitoring and Result-Based Management.
Prior experience on Gender Responsive Budgeting and/or Gender-Responsive Monitoring in the context of Women Peace and Security will be considered an asset.
