1. This request for Expressions of Interest follows the General Procurement Notice for this Project that appeared in the United Nations Development Business (UNDB) on March 21, 2023.

2. The Government of the United Republic of Tanzania has applied a credit from the World Bank towards the cost of the Second Tanzania Intermodal Rail Development Project (TIRP-I) and intends to apply part of the proceeds for Consultancy Services.

3. The Consulting services (the Services) include the Provision of Experts to Reinforce the Implementation of the Second Tanzania Intermodal and Rail Development Project (TIRP-Il). The anticipated execution period is twenty-four (24) Calendar Months.

4. The Tanzania Railways Corporation (TRC) on behalf of the Government of Tanzania, now invites eligible consulting firms (Consultants) to indicate their interest in providing Services. Interested Consultants should provide information with supporting documents demonstrating that they have the required qualifications and relevant experience to perform the Services.

5. The shortlisting criteria are (i) experience in similar assignments - successful preparation of at least two (2) contracts of similar nature in the last ten years - information to be provided should include name of assignment, name including full contact details of the client, contract value (in equivalent US dollars) and period (dates) of execution of assignments; (ii) experience in similar conditions; and (iii) technical and managerial capability of the firm (Provide only the structure of the organization, general qualifications and number of key staff). Do not provide the CV of the key staff. Experts will not be evaluated at the shortlisting stage. The shortlist will contain five (5) to eight (8) eligible firms.

6. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" Fifth Edition, September 2023, setting forth the World Bank's policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: Consultants shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients, or that may place them in a position of being unable to carry out the assignment in the best interests of the Borrower.

7. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

8. A Consultant will be selected in accordance with the Framework Agreement arrangements described in the Procurement Regulations and to be specifically set out in the Request for Proposals.

10. Expression of interest must be delivered in a written form to the address below (in person or by mail, or by e-mail) by Monday, 18 December 2023.

11. The firms that will submit their REOls via e-mail must get confirmation of the receipt of their documents from TRC.
