JOB DETAILS:
Objectives of the programme
This support includes the creation of synergies with the Bureau WHO Regional Office for Africa, the Ministry of Health of Tanzania and partners, including: (i) Aligning Investment with the national health information and monitoring and evaluation system) Provision of technical support for the Production, collection, analysis, synthesis, and dissemination of health data and information. Iii) For the development and promotion of harmonized standards, tools and Methodologies for data collection, analysis and synthesis and dissemination of health data and information and knowledge translation.

Description of duties
• Support the development of required capacities in the country to generate intelligence for health. This involves strengthening of systems for routine health facility data collection, birth death and cause of death, surveillance data, facility and community-based surveys including demographic and health surveys. This involves the development of norms and standards, regular country capacity assessments to identify gaps and provision of support to address these gaps, and regularly provide status updates through scorecards, statistics atlas and other methods to consolidate the country status.2. To lead with the country, and technical experts on analysis of existing data and statistics in order to discern trends and patterns, plus build attribution and prediction models for the direction of health in the country. These analytics are at facility, sub national, national and cross-country levels. The emerging information shall be consolidated in periodic publications that will need to be produced, such as state of health in a member state or the sub-region, or specific program analyses. In addition, the support to sector monitoring and evaluation processes.3. To support the generation of evidence to guidedecision makers, through development of health policy briefs, documentation ofgood / best practices, writing health blogs on key events, and other methodsfor evidence sharing.4.Support the work on innovative approaches toensuring strategic health information is available, specifically focusing onfunctioning of health observatories in the country and harmonizing the work ondigital health.5. Facilitate strengthening of governance ofhealth information systems, particularly in assessing state of healthinformation systems, and supporting initiatives to address gaps in the capacityto generate, analyze and use health information for decision making;establishment and supporting data collaboratives for better use of existinghealth information resources’ and mobilizing resources for health information.6. Guide the generation of institutional data,analytical and knowledge products relating to the work of WHO and partners incountries such as SDG monitoring, Global Action Plan status, and the WHO GlobalProgram of Work impact framework.7. To perform other related responsibilities asassigned by the WHO Representative and/or the Data analytics and knowledgetranslation team.

Required qualifications
• Education
• Essential: Advanced University degree in health information,statistics or computer science, with specialization in database development and management or public health or epidemiology.
• Desirable: Professional training or degree in statistics and data base management, ideal higher education degree. Good understanding of IT practices.
• Experience
• Essential: Have at least 5 years’ experience in data management, information management or related fields. Experience with the compilation and analysis of large data sets from multiple sources good knowledge of public health programme or epidemiology.
• Desirable: Working experience with WHO or other UN Agency would be an asset.

Skills
• Seasoned expertise in the collection, analysis, and interpretation of epidemiological and event-based surveillance data.Demonstrate understanding of elements of health information systems governance and how theycan be applied to improve statistics, analytics and knowledge use for decisionmaking.Experience with the compilation and analysis of large datasets from multiple sources and understand and use common sources of health data and statistics including facility-based registry systems, community registration systems, healthsurveys, and surveillance systems amongst others. Knowledge of the common tools and mechanisms for collection of health data andstatistics, such as the international disease classification, DHIS 2, conductof verbal autopsies, and others. Demonstrated training skills (developing and conducting training).practical experience working in generating and using strategic health information,specifically in generating data / statistics, and/or analysis of data includingconducting of sector wide Monitoring and Evaluations, and/or development ofknowledge products such as health policy briefs.Provenability to document strategic health information such as through production ofcountry statistical abstracts, sector review reports, health policy briefs,best practice documentations, and others. Considered as an asset.Advanced ability todesign, manage, analyze and coordinate complex information system projects,computer-based applications and databases, web-based tools.
