JOB DETAILS:
Summary:
The U.S. Mission in Dar es Salaam is seeking eligible and qualified applicants for the position of Radio/Telephone Technician in the IMO Section.

Duties
Radio Support – 50%
• Installs Motorola VHF/HF radios in 50+ motor vehicles, program radios with approved frequencies and test the installed radio to ensure the installed radios work as required.
• Programs Motorola HF/VHF handheld radios, base stations, and repeaters. Installs radio gateway unit (RGU), automatic Antenna tuners, tune duplexer to make sure the radio system correctly operates within the licensed frequencies for all radio channels.
• Install Antennas on house roofs or poles, its associated Coaxial cables, and connectors in residences with poor radio spectrum coverage to ensure radios at the residences can communicate clearly, loud, and clear with the control during radio checks and when needed. Timely prepares and issues handheld radios to new incoming US direct hire American employees or locally employed staffs. Ensures radios are tested and resolve in a timely manner any issue that arise during radio operation.
• Record all issued radio assets in ILMS loanable property, Atlas application and Office Shared folders spreadsheet to ensure proper and accurate record keeping is maintained.
• Monthly Liaison with GSO and RSO offices within the U.S Mission to get the updated list of call signs.
• Follow-up through calls/emails/in person with employees whose radio check was recorded as broken and unreadable to resolve issues that hindered the 100% participation in Monthly radio checks.
• Radio frequency License management. Liaison with GSO, FMC and TCRA to ensure HF/VHF radio frequency annual subscription fees is paid before the due date. Make effort to ensure payments reached TCRA bank account and no outstanding balance is owed to TCRA. Work all documentation to renew License upon expiration. Assist to request temporarily radio frequencies License from the regulator TCRA for VVIP Visits.
• Liaison with GSO procurement to inboard contractors, purchase tools, equipment, radio batteries, and other accessories required to make the radio network operational and maintained.
• Radio Assets Disposal. Properly identify all handheld and Motor vehicle radios in IRM storage that are no longer needed, follow all property disposition instructions, generate DS 132, tag all assets approved for disposal as disposed in ILMS, work to get these assets removed in IRM cage and onboard a contractor to recycle or destruct these disposed radio equipment.
• Maintain and troubleshoot the IP based Radio Network, troubleshoot with IP based Cisco Switches and Routers, configure Dynamic Multiple point VPN (DMVPN) to ensure HF/VHF radio network is able to communicate with Global radio Network.
• Make sure the Radio repeater and Alternative Control Center (ACC) site are well maintained, Operational and cleaned periodically. Perform periodic preventive maintenance to ensure continuous operation of the mission radio network.
• Prepare formal training and Standard operating procedures manual for end user on how to use Motorola radios/ Satellite phones/ BGANS. Liaison with RSO during drill to ensure Mission personnel would be able to use Emergence and Evacuation (E& E) radios in case of actual emergency.
IT Inventory – 30%
• Receives, inventories, stores, and tracks all movement of HF/VHF radio assets in and out of the IT Business unit in Integrated Logistics Management System (ILMS) and Atlas Directory Software.
• Responsible to keep all spare and not in operation unclassified IT asset/ radio equipment until the deployment time.
• Annually and spot check Scans and account for all radio equipment assets stored in IRM cage, issued to employees, or installed in repeater site, Alternative Control Center (ACC), motor vehicles or base station sites.

Telephone Support – 20%
• Configure a Command line interface (CLI) based Avaya/Nortel CS 1000 Call server, create call routes, SIP/H323 Voice Trunks, Digit manipulations, activate/deactivate Terminal Numbers (TNs), DNs, Create and configure new analogue, digital and VoIP Avaya Desk phones, move phones between TNs, change names and keep records / inventories of extension numbers, assigned names and TNs.
• Install analogue, digital line cards, E1/T1 Digital line cards, media gateway unit (MGU), Signaling Servers, Avaya Call pilot for voice messages and auto attendant/ interactive voice responses (IVR).
• Structuring cabling of UTP and Telephone cables, punch down and terminate cables and RJ11/45 connectors to telephone jacks.
• Install and configure Avaya IP office PBX, Avaya digital phones in residence, configure incoming/outgoing call routes, SIP/H323 Trunks, short codes, extensions.
• Liaison with a Mobile phone services contractor to ensure timely creation of new physical SIM cards or e-SIM numbers, Swap numbers, deactivate numbers, replenish subscription, register phone numbers, move phone numbers between different Cost center accounts and verify and manage mobile phone/landline Phone bills to ensure timely payments of telephone bills.

Qualifications and Evaluations
Requirements:
EXPERIENCE: Two years of experience in installation/repair/maintenance of Motorola/Kenwood HF/VHF radios networks is required.

JOB KNOWLEDGE: Thorough knowledge of installing and configuring of Radio or Telephone equipment using both CLI and GUI Computer applications or Electronic devices. Thorough knowledge of logical and Technical troubleshooting procedures.

Education Requirements:
Secondary School Education is required. Formal training certificate in Telecommunications, Electronics/Electrical, Data Communication/Networking, IT/Computer Science is required.

Evaluations:
LANGUAGE: Level III (Good Working Knowledge) Speaking/Reading/Writing English is required. Level III (Good Working Knowledge) Speaking/Reading/Writing Swahili is required. (This may be tested)

SKILLS AND ABILITIES: Hands on experience in installing, programing, testing, and operating of HF/VHF Motor vehicle or handheld Motorola/Kenwood radios, repeaters, and base station. Ability to analyze radio frequency Spectrum coverage to determine skip/silent zones/dead spots. A valid Motor vehicle driving Licence is required. Must be able to lift up to 25KG, work in confined spaces, arranges radios in store/Cage, climb ladders to install antenna on tower/pole/rooftop.
