Purpose of the job
The Consortium Project Manager will be responsible for ensuring effective and efficient programmatic and financial delivery of the Disability Inclusive Development Programme (DID-IE) in Tanzania. This role will demand a confident project manager who can coordinate the Consortium on behalf of LC as the Consortium Lead and in tandem, deliver TCF project activities. The post holder will work in close coordination with internal technical and programmatic teams as well as leading partners and external stakeholders in the consortium.

Key responsibilities
Project Management
• Effectively coordinate and manage the consortium
• Ensure that the project is implemented according to the contract, on time and on budget.
• Manage the timely compilation and submission of quality financial and narrative reports as Lead partner and donor reporting requirements.
• Work closely with the Monitoring, Evaluation and Learning Manager to capture indicator data, track progress
• Work closely with the IE Programme Manager to take corrective actions as well as reporting issues and risks in a timely manner.
• Work closely with the LC Finance Manager to ensure effective financial and donor compliance according to LC’s policy and procedures
• Develop and maintain consistent, clear and timely communications and reporting for all country-related activities, issues, and updates.
• Coordinate all key activities including review meetings for the project.
• Mobilize the delivery of technical disability inclusion input and guidance with consortium members, OPDs, CSOs, teachers and other stakeholders in Tanzania.
• Build relationships with consortium partners, stakeholders and like-minded INGOs/national NGOs in Tanzania and the region.
• Undertake any other responsibilities as may be assigned by the organisation at large

Monitoring, Evaluation and Learning
• Support on baseline and evaluation processes as necessary.
• Work closely with project partners to identify and generate evidence of effective interventions that have potential for scale-up.
• Ensure the programme is implemented and evaluated in a consultative and participative manner.
• Ensure that safeguarding measures are in place in line with the standards of the organisation.

Person specification
Essential Requirements
• Knowledge of working or supporting education programmes. Experience of working in the field of Inclusive Education is an advantage.
• Experience of programme cycle management and impact monitoring in disability inclusion, protection and/ or education international programming.
• Experience of working/leading on consortium projects
• Proven experience of delivering disability programming in a global/regional context at a senior level.
• Experience of training, capacity building and organisational development of a variety of stakeholders.
• Experience of managing statutory and other donor contracts and budgets.
• Ability to periodically travel around Tanzania.
• Commitment to LC work, mission and values.
• Experience working with OPDs and/or local governmental and nongovernmental structures.
• To have empathy with the values and ethos of Leonard Cheshire Disability

Desirable
• Educated to at least Degree level in a related discipline.
• Lived experience of disability and activism in the sector.
• Previous experience of matrix relationships and remote line management.

Key competencies & skills
• Excellent communication (written & spoken) and senior level relationship building skills
• Ability to work independently and collaboratively within a team through focused leadership and guidance
• Ability to be proactive, work flexibly and think creatively
• High level technical skills in Microsoft office as well any other software packages
