Job Overview/Summary
• The UK aid funded Shule Bora programme aims to improve the quality of pre-primary and primary schools in Tanzania. The programme’s Impact Statement is: Shule Bora will deliver improved quality, inclusiveness, and safety of learning for boys and girls.

There Are Four Outcomes
• Learning: All children* are learning in school.
• Teaching: UKAID supports the strengthening of Tanzania’s teaching workforce.
• Inclusion: All children are in schools that are safe, offer an environment conducive to learning and that enables children to complete primary education and progress to secondary education.
• Systems building: UKAID supports the government in strengthening the value for money of education provision at school, local and national levels, The term ‘all children’ infers particular attention to the most disadvantaged: girls, the disabled and those living in deprived areas and value for money is defined as a composite of economy, efficiency, effectiveness, and equity.

The Programme Will
• Work with the Ministry of Education, Science and Technology (MOEST) and the President’s Office Regional Administration and Local Government (PO-RALG) to test, adapt and implement at-scale quality, gender-transformative, disability-inclusive, and safe-to-learn education approaches in 9 regions, generating learning and evidence on how to achieve these outcomes affordably and at scale.
• Support GoT with the timely and effective implementation of the Payment for Results (PforR) mechanism through technical assistance and capacity building, with a strong focus on data verification, financial management and risk management. Support lesson learning processes from PforR so that these can be embedded into government processes and shared with development partners and other key stakeholders. Ensure that lessons and best practice from (1) are used to inform the PforR mechanism.
• Manage and coordinate programme activities, with a strong focus on (i) ensuring a high-quality programme and financial and risk management oversight, (ii) working with an independent Learning and Evidence (L&E) provider on establishing regular, rigorous, and community-driven monitoring and evaluation activities, and (iii) developing and implementing a strategy for effective communication of Shule Bora objectives, results, and lessons learned to a range of target audiences.
• The intervention specialists will support the implementation of programme interventions across the nine regions. Each intervention specialist will have a specialization in pupils’ safety intervention in addition to supporting school improvement and will provide additional support on pupils’ safety interventions across their zone.

General Responsibilities
• Providing support to technical leads and key advisers to programme and deliver interventions including preparation, planning, pre-testing, and piloting of activities and materials
• Drawing upon IRC’s expertise to support the government to develop and implement interventions to reflect their thematic focus
• Supporting the development of capacity-building activities of the community, school, district, and regional education managers in the areas of teacher development, school leadership, planning and management, community participation and data management and use.
• Following up on intervention activities within the region
• Collecting data and information from regional and district partners as required
• Identifying, solving and/or escalating challenges relating to programme delivery
• Providing zonal support to implementation and troubleshooting relating to inclusion activities (disability, safety, and girls) in line with the inclusion strategy
• Ensuring that all stakeholders across the region have a good understanding of Shule Bora and their role in the programme as pertains to them
• Contribute to the writing of various reports, articles, and other forms of communication
• Communicate success, lessons learnt, programme best practices and evidence of impact
• Ensure inclusion is mainstreamed and gender-sensitive and inclusive language is used in all programme communications
• Deputizing for the programme regional coordinator as required
• Joining all programme meetings as required
• Ensuring proper saving of all regional documents on SharePoint

Technical

• Assisting the programme regional coordinator to support regional and district offices in planning, implementing, and monitoring Shule Bora interventions across all output areas
• Provide advice on what works in terms of improving safety in and around schools.
• Participate in the design, implementation, monitoring and adaptation of quality interventions relating to improving safety of learning for all children
• Develop timely reports of programme activities and input to formal reports such as quarterly reports and annual reports
• Utilize the Managing for Learning Approach and other programme strategies as developed
• Ensure all programme activities and materials include an inclusive approach, use inclusive language and disaggregated data, and promote diversity in educational institutions
• Work closely with other intervention specialists to ensure harmonization across the programme at zonal level
• Provide input on design, approach and content of materials and quality assure where relevant

Planning and institutional coordination
• Ensure harmonization of approaches across programme activities
• Coordinate Shule Bora’s safe school activities with LGA, regional and zonal level as well as other organizations as required
• Generate synergies and ensure lesson learning between Shule Bora and other efforts to improve safety of learning for all children in Tanzania

Build capacity
• Support the institutionalization of safe school activities within LGAs, Regional and zonal levels
• Support capacity development activities of programme staff and government counterparts at LGA, regional and zonal levels.

Qualifications

Bachelor’s degree in education, community development, social development or related degree, master’s degree in the same field is an added advantage.
Good understanding of the Tanzanian education system.

IRC provides protection and basic assistance in the areas of gender-based violence / women’s protection and empowerment, child and youth protection and development, community-based rehabilitation for persons with disabilities and special needs, livelihoods, mental health services and primary health care at the border posts and reproductive health for the Burundian and Congolese in refugee camps in the Kigoma region.

The Women’s Protection and Empowerment program in Tanzania has worked to strengthen gender-based violence (GBV) service delivery, help survivors heal, mobilize communities to prevent violence, and promote women and girls’ inclusion. The IRC works to ensure GBV survivors have access to life-saving care, improved protection and envisions a country in which women and girls are respected, have access to essential services and opportunities, and live free from violence. The IRC Tanzania has been implementing GBV programs in refugee camps.

Specific Program Responsibilities
• Provide ongoing supervision, leadership, training and technical support and guidance to all WPE staff assigned in Nyarugusu camp Kasulu, and Kigoma host communities. Leading staffs’ capacity building activity to ensure a sustainable transfer of skills in which all implementing practices follow to GBV highest standard, ethic and GBV guiding principle when working with community, an ongoing support include structured-regular staff meeting, structured-regular staff training session, daily site visit and on the job training.
• Lead and oversee WPE program activity; design, planning of effective community outreach and engagement strategies to strengthen safe and protective environment for women and girls and maximize community participation of women, men, boy and girls.
• Oversee GBV safety audit and other GBV risk reduction activity to ensure consistency of its implementation, and ensure the recommendation are followed and effective through coordination mechanism and community solution, including submitting quality safety audit report to M&E Manager.
• Lead in the development of responsive and innovative prevention and response strategies and approaches to enhance program impact with maximum coverage to refugee populations including low literacy and other vulnerable/marginalized groups.
• Standardize WPE program communication strategy and materials, ensuring language and content align with GBV communication standards, terminology and appropriated image/illustration used.
• Lead in the enhancement, utilization, and taking to scale of innovation and community participation, community own prevention and women empowerment activities.
• Oversee the WPE outreach and awareness raising activity, community mobilization, community advocacy meeting, information dissemination session and awareness campaign including 16 Days of Activism against Gender Violence and International Women’s Day.
• In collaboration with M&E Manager, participate in GBV rapid assessment and/or other WPE program related-assessment, and contribute to the WPE overall intervention strategy based on feedback received from women and girls throughout community mobilization and engagement.
• Lead in WPE IEC/BCC development according to the workplan, existing informed-assessment, GBV trends analysis or other critical information received throughout community/Implementing partners’ feedback from coordination.
• Lead/support Prevention & Advocacy team in facilitating trainings and workshops on gender and GBV related issues for implementing partners, MHA, IRC staff, UNHCR, women’s groups, refugee community leaders, religious leaders, youth groups, NGO workers and any other identified groups.
• Ensure the WPE outreach strategies are up to date, taking into consideration of regular community consultation, develop new idea and oversee community mobilization activity, support WPE prevention & advocacy team to identify potential risk and productive measurement to maximize community engagement and attendance including women and girls’ inclusion as well as other vulnerable groups.
• Develop and standardize women empowerment activity guidelines based on lessons learned, women and girls’ feedback, participation and preference in accordance with age-appropriate of women’s and girls’ needs
• Oversee women center activities to ensure women and girls’ access to GBV and GBV services information, empowerment activity or other psychosocial support/skill building activities in a safe, secure and dignified manner.
• Lead in the design of age-appropriate women empowerment activities at the women center to meet the needs of women and adolescent girls, engage with existing women’s group, adolescent girls’ group and youth female-group in the community.
• Assist WPE Senior Manager to identify staffs capacity gap, training need assessment, formal and informal capacity building plan and delivery.
• Collaborate with other IRC sectors to ensure that protection and empowerment of women and girls is consistently mainstreamed across IRC sectors
• Lead in the update/review of a functional GBV referral system, Standard Operating Procedures (SoPs), maintain good GBV coordination mechanism with Implementing Partners, MHA and UNHCR to ensure comprehensive GBV response intervention and GBV response services provision.
• Lead in close collaboration with UNHCR to support one stop services center establishment/sustainability in Nduta camp. Ensure GBV services are quality, coordinated and timely provided at the one stop services center by GBV service providers.
• Monitor all IRC support center and NMC transit center activities; both GBV case management, psychosocial support/counseling and GBV-legal services. Ensure that IRC support center is safe, confidential in supportive environment for GBV survivors.
• Support technical trainings/capacity building initiatives for service providers and the community for better understanding and effective response to the psychosocial needs of GBV survivors
• Contextualize, conduct, lead or supervise trainings on GBV case management training, referral pathways, GBV guiding principles for working with GBV survivors, basic and advance counseling, Clinical Care for Sexual Assault Survivors (CCSAS), Clinical Care for Child Survivors (CCS), GBV Information Management System (GBVIMS) and other response related trainings for internal and external as requested.

Coordination and advocacy
• Strengthen and maintain close collaboration with other implementing partners and camp management to ensure that prevention and women empowerment activities are well coordinated, targeting and inclusion of community members, vulnerable group and maximize community resources and participation.
• Lead/Co-chair SGBV working group in Nduta camp, participate in Inter-agency meeting, community meeting and any other meeting concern GBV prevention issue assigned by WPE Coordinator
• Advocate on women participation, leadership and decision making to ensure equal access to community services and community representation.
• Lead in effective working relationships with all stakeholders at all level in best representation of IRC/WPE Program with the government of Tanzania, MHA, Gender Desk, Police, Community Leaders, Religion, Women’s group, youth group implementing partners, Local-NGO, UN Agencies and CBOs to enhance effective coordination on prevention/risk mitigation and women empowerment activity, ensure t hat relevant information from coordination meetings is shared internally with the WPE team, other IRC sectors and Field Management team.
• Coordinate interagency case conference meetings with partners in the referral pathway and follow-up or advocate with service providers where necessary to ensure survivors receive timely and compassionate support services.
• Regular update the referral pathway whenever GBV focal points/service provider may have staff changed, including the review of GBV SoPs, and ISP as required.
• Strengthen and maintain close collaboration with other service providers and camp management to ensure that survivors receive compassionate timely support from the community and to encourage greater communication, collaboration and coordination among partners (protection, health, legal, police, child protection).

Data collection and reporting;
• Ensure that the project undertakes continuous monitoring and evaluation so that activities are appropriate and based on a clear understanding of the problems, causes, contributing factors, and available resources. Ensure good project monitoring and evaluation to demonstrate project impact.
• Collect and analyze prevention, response and women empowerment data for monitoring of the program in Nduta, problem analysis, planning and advocacy and evaluation of program outcomes and impacts, in close cooperation with the Monitoring and Evaluation Coordinator
• Support monitoring and evaluation of WPE programming, ensuring accurate indicators and targets are planned, tracked, and reported on in line with IRC monitoring for action standards and data platforms.
• Lead/assist in program assessment, impact result based assessments, monitoring and evaluation of the WPE program as needed, to ensure program quality and effectiveness in support of the M&E Manager.
• Support teams in designing tools and trainings in relation to, and in conducting, effective GBV prevention, response and women empowerment.
• Ensure regular administration of client satisfaction surveys for survivors accessing GBV services, on collaboration with M&E Manger analyzing the report, provide feedback to response team for improvement where necessary.
• Ensure regular IRC case management supervision tools conduct with all response staffs, legal supervision tools conduct with legal staff and provide feedback/ develop action plan for improvement.
• Direct responsible for overall GBV ethical and accuracy data collection and GBVIMS are accurately collected, entered adherence of data protection and confidentiality for analysis, planning, evaluation, and coordinate with other stakeholders, according to ISP and to informed WPE current intervention or future programming, risk reduction activities and services access barriers.
• Monitor and track indicator progress on response services; GBV case management and legal activities.
• Lead in timely and quality report submission to WPE Coordinator; of quality program work plan, weekly, monthly and quarterly donor/government Manager and M&E Manager. Accountable to meet reporting deadline.

Program management
• Support staff capacity needs assessment, design staff capacity planning, and support training delivery by utilizing existing WPE training resources and other up to date global GBV initiative and resources.
• Oversee the implementation of WPE Prevention, response and empowerment in Nduta and Nyarugusu to ensure activities are implemented according to a well- plan schedule by project cycle, monthly/quarterly workplan and budgets management includes pending plan, and procurement plan.
• Participate in grant opening, and closing meetings, tracking expenditures and ensure they are allowable and allocable according to IRC and donor compliance and regulations; review monthly BvA and develop corrective action plans.
• Responsible for WPE Kibondo monthly cash projection, submit to the WPE Coordinator.
• Provide timely, informative and quality inputs to proposals; including logframe, and budget planning as required.
• Follow IRC Operation policy provide timely purchase request in advance on a quarterly base. Adhere to donor compliance and regulations.
• Directly supervise teo Prevention & Advocacy Supervisor, two Psychosocial Support Supervisor and two Legal officers in Nduta camp and manage its overall staff time management/leave plan and coverage.
• Oversee all WPE incentive staffs planning and management according to available budgets, review payroll and oversee their time management.

Common Duties
• Attend and participate in trainings identified/organized by your supervisor.
• Follow any new procedures and guidelines designated in circulars from Country Director.
• Report any violations of IRC’s three core values (Integrity, Service and Accountability) as per IRC WAY reporting mechanism. The reporting of violations is an obligation on the part of all staff members.

Qualifications

• A University Degree in Law with at least three (3) years relevant work experience.
